Defendants Mo Haiguang (61) and Xiao Jianhuang (57) both reported that construction workers were each charged with one count of giving false testimony under oath. The two defendants are the third contractor. The second and fourth phases of the Yuanzhou Village reconstruction project and the main contractor of Caifu Village are beneficial constructions. Another subsidiary of the parent company is Minghe Co., Ltd., which is contracted to install the plumbing of the building. For the project, Minghe hired Yongxing Water Pipe and Drainage Engineering Company owned by Mo Haiguang and Hengli Engineering Company owned by Xiao Jianhuang.
Mo's plumbing projects include Yuanzhou Village, Qinghe Village, Xin'an Village, Niutoujiaoxia Village and Shek Kip Mei Village, while Xiao is Caifu Village.

Mo Hexiao personally submitted the qualified lead-free tin wire and solder paste samples to the Housing Department for approval by the contractor, but then only ordered soldering materials containing lead-bearing tin.
Chairman Huang Tianxiang confessed earlier that past material samples will be submitted to the Housing Department before they can be used after approval.
As for the favorable subsidiary Minghe’s contract with the third contractor did not specify the use of lead-free solder, Huang explained that the third contractor was instructed to use lead-free solder. He mentioned that their knowledge level was slightly lower and the contract was not recorded.
