He pointed out that the new electoral system can make the relationship between the executive and the legislative closer, and free Hong Kong from long-term political disputes and confrontations.
He sincerely hopes that the Legislative Council will pass the draft by the end of May.

Zhang Jianzong said that after many months of hard work, the fourth wave of the new crown epidemic will eventually decline, and the number of new confirmed diagnoses has remained low recently.
He urged Hong Kong citizens to take advantage of the free vaccination opportunity to vaccinate as soon as possible to protect themselves, their family and friends.
Zhang mentioned that Hong Kong has begun to return to the right track, violence has largely disappeared, the trend of "Hong Kong independence" has faded, and social stability has been restored.
He pointed out that maintaining national security is a necessary condition for economic development in any place. The 15th of this month is the first "National Security Education Day" after the "Hong Kong National Security Law" comes into force. The government displayed "National Security, Protection of National Security" at the entrance and exit of the Red Tunnel. The banner of "My Homeland" is part of the publicity and education work of the National Security Council of the Special Administrative Region.
There will also be a series of activities on the National Security Education Day, including the opening ceremony and thematic lectures, aimed at raising citizens’ awareness of national security and deepening citizens’ understanding of the national constitution, the Basic Law and national security.
In addition, there will be other activities such as the Open Day of the Disciplinary Service Training School, public education exhibitions, and the "Teacher and Student Puzzle in the City" later.

Said the new system freed Hong Kong from political disputes
Speaking of changes to the electoral system, Zhang Jianzong said that the "Improvement of the Electoral System (Comprehensive Amendment) Bill 2021" will be read for the first time at a special meeting of the Legislative Council this Wednesday (April 14) if the Executive Council agrees.
Zhang Jianzong emphasized that the reformed election will not affect the voting rights or the right to stand for Hong Kong residents. Candidates from any political background who are loyal to the existing constitutional order can stand for election and be elected in accordance with the law.
He sincerely hopes that the Legislative Council can pass the draft at the end of May, and start the election of the Election Committee, the Legislative Council and the Chief Executive in the coming year.
Zhang Jianzong also pointed out that the Chief Executive Carrie Lam, himself, and several secretary-generals have attended several briefing sessions in the past few days to explain "improving the Hong Kong Special Administrative Region election system" to people from all walks of life, communicate with each other, and strive to support local legislative work.
He pointed out that the new system will effectively eliminate hidden dangers and risks in the institutional mechanism, free Hong Kong from long-term political disputes and confrontations, guarantee political stability and regime security, strengthen the relationship between the executive and the legislature, and operate the political system.
