Shaling Funeral City is located in the North District, close to the Luohu Control Point and Man Kam To Control Point, within the boundaries of the Shaling Cemetery, and across the river from Shenzhen.
Due to the increasing demand for cremation time and funeral services, the government planned to build a "super cemetery" at the site in the early years, and plans to build a columbarium, crematorium, and mourning hall to provide "through-train" funeral services. It can provide at least 20 Ten thousand niches.
According to the government, the relevant facility will be the largest of its kind in Hong Kong so far.

In 2017, the government applied to the Finance Committee of the Legislative Council for a funding of about 1.85 billion yuan for the Shaling Funeral City to level 1.8 hectares of land and infrastructure projects. The votes, including Rong Haien, Chen Keqin, Liu Guoxun, etc. who spoke against the project recently, and some pan-democratic legislators also voted for it. Only Zhu Kaidi voted against it. It can be described that the project has received "cross-party support" in the Legislative Council. It also started in December of the same year.
In 2018, the roads and footpaths were also expanded, and roads, waterworks, drainage and sewage discharge projects were carried out.
At that time, the project was passed by a large number of members, including many established legislators, such as Rong Haien, Liu Guoxun, and Chen Keqin who had spoken out against it recently.
