It is next May that the Council of State will have to decide, in an advisory capacity, on a draft ordinance taken in application of the law of "transformation of the public service" of August 2019. To s' stick to the presidential remarks of April 8, this text will (at least indirectly) record the abolition of the ENA, as well as other aspects of the reform of the recruitment and training of senior officials (common core between a dozen of schools, delayed access to large buildings, etc.).
Without a doubt, this ordinance will be challenged legally as well as politically.
Its content is unknown to this day, but a few questions immediately spring to mind when listening to the head of state's speech.
