6,015 applications were received in 2020 by the Equal Rights Commission for People with Disabilities - according to the commission's annual report published today (Monday).

1,343 of the referrals relate to the issue of employment - a 45% increase compared to 2019, and the Commission estimates that the increase is due to the corona crisis.



People with disabilities make up 18% of the public in Israel, of whom 790,000 are of working age.

The Commission believes in the implementation of the Equal Rights for Persons with Disabilities Act and the UN Convention on the Rights of Persons with Disabilities ratified in Israel in 2012.



2,678 of the inquiries received in 2020 were on accessibility, down from 2019 when 2,910 inquiries were received. 468 of the inquiries in this area concerned accessibility and discrimination In educational institutions, 727 for accessibility in service and 324 for Corona regulations.

The Commission has also acted in the context of Corona to promote compliance with regulations for people with disabilities such as exemption from masks and receipts with distance restrictions.

In one case dealt with by the Commission a deaf couple was allowed to bring an interpreter into the delivery room, despite the corona.

And following another application it was approved to integrate children with special needs in the afternoons of other classes, despite the corona restrictions.



During this year, Commissioners carried out 965 enforcement and supervision actions and issued 276 accessibility orders due to deficiencies.

In addition, 129 lawsuits and legal opinions were filed and conducted to promote the rights of people with disabilities.

The main subjects of the lawsuit were accessibility in a public place with 39% of the claims, accessibility and discrimination in public transport with 22%, individual accessibility in education and employment with 17% each and discrimination in public service - 5%.

Among other things, some local authorities were required to pay compensation for the lack of accessibility of educational institutions following lawsuits filed.

Local authorities also did not meet employment targets

In terms of the implementation of an adequate representation law in public bodies, it seems that no change has taken place.

40% of the 314 largest public bodies in Israel, including the local authorities, did not meet the employment target for employing people with disabilities of at least 5% of the workers.

As part of the enforcement activity, in 2020 the Commission issued 108 warning letters to parties that do not meet the target and the requirements of the law.



The Commissioner for Equal Rights for People with Disabilities, Abram Turem, said that "this year with the outbreak of the Corona crisis and the many consequences of the crisis for people with disabilities and their families, the importance of the Commission's activities in the field of equal rights for people with disabilities has stood out. In order to address the consequences of the crisis on people with disabilities, and at the same time continue to operate in all areas of the Commission's activity and even expand this activity in certain areas. "
