Despite the audit, the Ministry of Defense did not provide satisfactory data regarding the time of processing applications for recognition submitted to the Rehabilitation Division.

This emerges from a document of the Knesset's Research and Information Center prepared at the request of MK Maj. Gen. (Res.) Orna Barbibai. 

According to the document obtained by Israel Today, in 2017, about 57,000 eligible people received services from the Ministry of Defense's Rehabilitation Division, amounting to NIS 850 million, with the disability recognition process consisting of two main stages: The first is to examine the causal link between the injury Or its aggravation and the security service, and the second is the determination of the degree of disability by a medical committee. 

The document shows that 61% -53% of those applying to the Family Division of the Ministry of Defense for recognition of disability in 2019-2015 were recognized as IDF disabled. 69% -54% of cases were recognized for injuries, while only 45% -37% of cases were recognized for illnesses. In 2015, 4,900-3,200 applications were submitted per year, of which 60% -55% for injury and the rest for illness. 

In a document he authored, the Knesset Research and Information Center commented on missing data provided by the Ministry of Defense regarding decisions made in relation to applications submitted each year.

However, in those years, the compensation officer made between 5,200 and 6,200 decisions (which were also submitted in previous years), of which 57% - 67% regarding injury and the rest due to illness.  

In the years in question, 1,400-1,100 appeals per year were submitted to the court against the compensation officer's decision. Today, about 2,540 appeals are pending in the courts. Only 13% -11% of the appeals were justified, and in another part of the rulings a compromise was decided. 2015 to 22% in 2019. It also shows that out of 290-230 decisions per year in appeals to the court against the decisions of the Supreme Medical Committee, more than half were made, in some of them a compromise was decided. 

MK Maj. Gen. (Res.) Orna Barbibai (Yesh Atid) said: "It is our duty to ensure that IDF disabled people receive the most professional and sensitive care to enable them to recover and return to a routine of life."

The Ministry of Defense: "The Rehabilitation and Eligibility Unit in the Rehabilitation Division receives an average of 3,000 new applications each year. The Rehabilitation Division works by all means at its disposal to expedite the recognition procedures, including examining and adopting innovative diagnostic methods for the mentally handicapped."
