The Hospital Authority began to launch the Inpatient Medication Prescription System (IPMOE) in 2013, allowing doctors to prescribe drugs electronically, saving doctors and pharmacists manpower and time for copying.

In August last year, the Hospital Authority conducted an IPMOE system satisfaction survey, which scored a full score of 5, and the average score given by medical nurses and pharmacists was about 4.4.

The authorities also compared the data before and after the introduction of the system in 15 acute hospitals and found that IPMOE has reduced by 70% the accidents related to drug allergy, and it has also reduced the accidents related to disturbing patients by 55%.

Peng Yuhua, Chief Administrative Manager (Medical Information) of the Hospital Authority, said that the intelligent reminder system in the system is also very convenient. For example, it shows that the patient is sensitive to drugs, or is pregnant, and lists which drugs to avoid, which feels safe and reliable.

Peng Yuhua, Chief Administrative Manager (Medical Information) of the Hospital Authority, said that the procedures for recording prescriptions for traditional medicines are complicated. Doctors hand-prescribe the prescription and fax it to the pharmacy department. Then, colleagues in the pharmacy department need to copy and verify by hand before dispensing and dispensing the medicine.

"Drugs are changed frequently in the morning, and the 10 fax machines in the pharmacy keep throwing up papers. If the pharmacist wants to find a good emergency prescription, it will be difficult." The paper prescription is only kept for 7 days, and the doctor will have to copy it again afterwards.

For example, she said that in 2019, the Hospital Authority received 800,000 patients, 11% of whom were hospitalized for more than 7 days, so electronic prescriptions definitely help reduce manpower and time.

Under the Inpatient Drug Prescription System (IPMOE), doctors can prescribe drugs electronically, and pharmacists can enter patient information to view and verify the information in real time.

Nurses only need to scan the QR code on the medicine bag and scan the patient's hand strap to dispense the appropriate medicine.

The HA started to trial the new system in Princess Margaret Hospital in April 2013, and introduced the new system to 15 acute hospitals in late that year, and then began to roll out the new system to more than 20 non-acute hospitals in 2017. Expanded to all non-acute hospitals in Hong Kong.

Some hospitals' oncology departments and intensive care departments are also using this system.

Peng Yuhua said that when IPMOE was first launched, the functions were very basic. Over the years, the system has been improved and will continue to listen to colleagues’ opinions to make improvements.

Chen Yingsi, Deputy Service Director (Quality and Standards) of the Hong Kong Island Western Hospital Cluster, and consultant doctor of the Department of Internal Medicine of Queen Mary Hospital, said that as a user, he will soon be able to adapt to IPMOE.

She believes that the system can reduce the errors and omissions of doctors and pharmacists during the copying of prescriptions, and it can also enable all parties to understand all drug changes in real time and keep up with information updates in real time.

She also said that the intelligent reminder system in the system is also very convenient, such as showing that the patient is sensitive to drugs, or pregnant, etc., and lists which drugs should be avoided.

For the elderly who take more than 10 kinds of drugs at the same time, the system will remind the doctor not to prescribe drugs that are repeated or influencing each other, and feel safe and reliable.

In August last year, the Hospital Authority conducted an IPMOE system satisfaction survey, which scored a full score of 5, and the average score given by medical nurses and pharmacists was about 4.4.

The authorities also compared the data before and after the introduction of the system in 15 emergency hospitals, and found that IPMOE reduced by 70% the accidents related to drug allergy, and also reduced the accidents related to the disorder of patients by 55%.

Peng Yuhua recalled that he had seen two patients with the same English name but of the same age, and said that checking drug information needed to be very accurate.

In August last year, the computer system of the Hospital Authority failed. At that time, doctors could not view medical records online, and services such as drug delivery were also blocked.

Peng Yuhua said that if the IPMOE system fails and some patients need to dispense medicines urgently, the hospital has a contingency plan to switch to physical paper to dispense medicines.

When asked why there were still sporadic drug accidents in hospitals in recent years, she responded that it is inappropriate to comment on individual incidents.
