Zhang Guojun, a member of the DAB Legislative Council, suggested that the government amend the "Legal Practitioners Ordinance" to regulate lawyers groups, including withdrawing the power of self-regulation, and replacing them by government departments or the establishment of independent statutory organizations.

Ye Qiaoqi, the vice chairman of the Bar Association, stated on a radio program today (12th) that the self-regulatory mechanism of the Association has been effective and "doing nothing wrong all the way." There is no evidence that the Association is lacking in this regard.

She believes that the legal profession is nervous about the reputation of the industry, and self-regulation by the association can maintain the professional image of the legal profession. If it is replaced by a government department, conflicts of interest will occur, or credibility will be reduced.

Claiming that legal issues cannot be silenced due to political elements

Ye Qiaoqi pointed out that the SBA has the power to self-regulate, including whether its members violate regulations and whether there will be problems in practice.

She described that the Association has "doing nothing wrong all the way" in terms of self-regulation. There is no evidence that the Association has done insufficiently.

She said that there are reasons and justifications for reforms. "The net is to hear the voice, and if there is no special reason, it is necessary to withdraw the (guild) self-regulatory power."

She continued that the legal profession is nervous about its reputation in the industry and strictly supervises its members. It is believed that self-regulation by the association can maintain the professional image of the legal profession. Many common law areas are subject to self-regulation by the legal profession.

She said that the government has many jobs outsourced to barristers. If government departments replace the Association for supervision, it will cause conflicts of interest and weaken the autonomy of the industry.

She emphasized that the Bar Association is a legal organization, not a political organization. The Association has been advising on different legal issues in accordance with the charter. Many of the legal issues involve political elements, such as the Fugitive Offenders Ordinance and the Co-location of Inspections. If the relevant legal issues have political elements or background, they will not speak up.
