Attorney General Avichai Mandelblit recently instructed Prime Minister Tzachi Braverman that under certain conditions, despite the non-appointment of the Minister of Justice, it will be possible to make operational decisions in the Political-Security Cabinet:

However, on the face of it, the ombudsman noted that in the absence of an incumbent justice minister, the political security cabinet as well as the corona cabinet and the GSS committee cannot exercise their powers and make decisions, except in urgent and vital cases and only in the case of the security cabinet.
The ombudsman notes that the government has the authority to discuss and decide in their place.
"As long as the members of the Political-Security Cabinet do not comply with the equality provision between the number of ministers who are members of each of the blocs, it will not be able to exercise its powers by means of valid decisions," Mandelblit wrote in his letter.
