According to the draft, two to four members are appointed by the Chief Executive, and only principal officials referred to in Article 48(5) of the Basic Law are eligible to serve as members.
However, she mentioned that she has noticed that there are voices in the community that question the credibility of government officials alone as members of the Council. Therefore, the government will later propose amendments to the Legislative Council to include a number of "social figures", but she did not say that it is. who.
Lin Zheng also pointed out that since the other members of the Qualifications Examination Board are all officials appointed by the central government, the list of these "social figures" does not rule out the need to submit to the central government for filing in the future.
Regarding the principles under which members of the public will be appointed as members of the Qualification Review Committee, Lam Cheng said that the main consideration is their ability, integrity, and most importantly, they must be patriots. She believes that it is not difficult to find members to assist officials in the work of the Qualification Review Committee.
Regarding the accusation that the appointment of officials as qualified review committee members is not credible, Lam Cheng pointed out that the approach may not be very good, but she affirmed and guaranteed that civil servants are very fair and just.

She also pointed out that she understands that if the current chief executive wishes to be re-elected, the National Security Committee under her leadership can participate in the affairs of the Council, or it may cause a conflict of interest.
Therefore, she laid down rules that if the current chief executive seeks re-election, she should not participate in the discussion at the Qualification Examination Board.
As for why it is not written directly into the Ordinance, Lam Cheng pointed out that there are some situations in which if written in black and white, it may introduce many unexpected problems.
She pointed out that the method of avoiding seats is to take one step further and eliminate bad perceptions, but believes that if the chief executive's constitutional functions are erased for fear of being accused of conflicts of interest, it does not meet the chief executive's accountability requirements.
Lin Zheng also pointed out that the work he has to deal with every day depends on whether the matter to be dealt with involves a conflict of interest. He has to believe that the chief executive is not arbitrary. The National Security Council has at least ten members and consultants. They also think that if they run for the Chief Executive election, they will have to dismiss all their posts, which is not a good arrangement for Hong Kong.
