The arrested Wu Yehuan, aged 92, was the site manager of the now-defunct Shihui Engineering Co., Ltd. (Shihui). He was charged with a total of 9 counts, namely, two conspiracy to provide benefits to public officials in violation of the Prevention of Bribery Ordinance "Article 4(1)(a) and the common law; and seven items that provide benefits to public officials, in violation of Article 4(1)(a) of the Prevention of Bribery Ordinance.

The defendant was charged by the ICAC on November 4, 1994.

He failed to attend the trial in the District Court on September 11, 1995, and the court issued a warrant for his arrest.

The defendant returned to Hong Kong from the Mainland and was arrested by ICAC officers today.

The defendant does not need to reply today.

Involved in bribery of staff of the Territory Development Department six times, totaling 67,000 yuan

The Territory Development Department was responsible for the management of the Tsing Yi Park construction project at the time of the incident. The Department merged with the Civil Engineering Department in 2004 to form the current Civil Engineering and Development Department.

Shihui was awarded two subcontracts from the main contractor of the project in August 1993, responsible for the implementation of the construction project and the management of the site.

The defendant was the site manager of Shihui, who was responsible for supervising Shihui's construction on the site.

An engineering inspector and a supervisor of the Territory Development Department are responsible for inspecting Shihui’s works on the site and testing the materials used by Shihui to ensure that the materials comply with relevant regulations and requirements.

Two of the charges allege that the defendant was suspected of conspiring with Shi Huidong in February and August 1994, without legal authority or reasonable excuse, to provide staff of the Territory Development Department with a monthly payment of 10,000 yuan and 7,000 yuan respectively. The RMB bribe was used as an incentive or reward for Shihui's lenient inspections at the above-mentioned construction sites and did not cause any trouble.

The other six charges allege that the defendant was suspected of providing bribes of 10,000 yuan to the above-mentioned Territory Development Department project inspector six times for the same purpose without legal authority or reasonable excuse during the above-mentioned period, for a total of 60,000 yuan.

The remaining charges allege that the defendant allegedly provided a bribe of RMB 7,000 to the above-mentioned Territory Development Supervisor for the same purpose without legal authority or reasonable excuse between August 23 and September 1, 1994.

The ICAC investigation revealed that the defendant provided bribes totaling 67,000 yuan to the two officers of the Territory Development Department.

The Territory Development Department provided full assistance during the ICAC investigation of the case.

The prosecution was represented by the prosecutor Wu Sisi and assisted by ICAC officer Yang Zhixiong.
