Late pay, wages paid that do not correspond to the hours actually worked ... This Tuesday morning, agents of the town hall of Bondy met in a general assembly during which they decided to file a strike notice for Monday April 26 .
“There have been big problems in the payment of our salaries in recent months, since the cyberattack on the town hall.
But nothing was done to try to quickly resolve these bugs, it was clearly not the priority of the mayor ”, jokes an agent who prefers to remain anonymous.
A ransom of more than 1 million euros demanded, but not paid
On November 9, the city was the victim, a few weeks before the municipality of Pantin, of "ransomware", a malicious software.
"On Tuesday, November 10, we no longer had a network or access to our mailboxes," recalls Stephen Hervé, the mayor (LR) of Bondy, who lodged a complaint in this affair.
Hackers had entered our information system and the two servers where almost all of our data was stored.
They encrypted them and demanded over a million euros in ransom to return them to us, but of course we didn't pay.
Information concerning the approximately 1,400 agents in this commune of 54,000 inhabitants has been lost.
“In November, December and January, they therefore received the salary they had received in October,” explains the mayor.
“Which did not necessarily correspond to the work we had done,” recalls an agent.
In addition, we still have not had our payslips to justify our situation if we need them.
With time helping, the town hall was then able to re-register the agents' files using the paper data they had.
But some were no longer up to date.
Result: some of them who had, for example, changed bank account were paid late in March and April.
Until April 7 this month, because of the Easter weekend.
Data not saved
"This can cause serious financial difficulties for families who have no savings to pay their bills," regrets Sylvie Badoux, elected opposition (PCF) who wrote to the ethics officer of the Interdepartmental Management Center in the inner suburbs - a body which assures missions of assistance to the management of the personnel of communities - on this subject.

A concern that is not ignored by the mayor, who says he regrets the setbacks that this attack caused.
“The problem is that the former municipal majority did not take care to carry out external backups of this data by prevention.
If it had done so, we would not have the difficulties we still experience today.

For their part, the agents' unions also denounce “dysfunctions” within the community.
In a leaflet, the CGT notably reproaches the town hall for requiring employees to take their leave during confinement, "blocked career paths and grade advancements".

On February 12, the Montreuil administrative court annulled the election of the city councilor, who had only 64 votes apart from her predecessor (PS) Sylvine Thomassin.
