The answer to the question about preventive measures that the district is taking to prevent domestic, sexual and intimate partner violence, however, is long: the specialist counseling centers and emergency calls provided psychosocial advice, provided information about the necessary medical examinations, the course of criminal proceedings and the possibilities legal assistance.

Upon request, the employees of the specialist emergency call center can accompany the woman, child, adolescent or young person to the police, for a medical examination or for legal advice.

In order to carry out these comprehensive tasks, the Diakonisches Werk Freising set up a “specialist advice center for domestic and sexual violence and women's emergency” under the heading “HilDa - Help is there”.

From 2020 this specialist advice center will receive a grant from the district of initially 89,940 euros, from 2021 around 83,000 euros.

In addition to the cooperation with “HilDa”, there is close cooperation between the Office for Youth and Family and the police.

The working groups

The introduction of a counseling center for work with perpetrators is also planned.

The FDP wanted to know how many requests for help regarding accommodation in the women's refuge and other protective facilities were rejected in 2018, 2019 and 2020 due to a lack of space.

Answer: In 2018, 16 women were accepted (135 inquiries), in 2019 twelve women were accepted (165 inquiries), and in 2020 nine women were accepted (around 150 inquiries).

Rejected requests were referred to other women's shelters.

The changes

The FDP's next question was whether domestic violence and intimate partner violence in the district had changed since the beginning of the pandemic.

It should be noted, however, that at the time of the lockdown, inquiries were reduced and only "extreme cases" usually found access via other advice centers.

This is explained by the frequent presence of the partner and the associated control options.

After the corona measures were relaxed, the inquiries rose again.

At the beginning of the pandemic in March 2020, the inquiries in the “HilDa” advice center had decreased significantly.

This phenomenon can be explained by the fact that families live in a confined space and those affected have no opportunity to get help, phone or take advice.

Only with the easing in May 2020 was an increase in cases recorded.

The increase

Increases in the area of ​​"domestic violence" can be explained by the fact that the mental stress has increased due to the tense situation of the families (job loss, livelihood difficulties, financial worries, threatened housing loss).

The Diakonie as the sponsor of the women's shelter announced that in the first lockdown phase from March 2020 no change in the number of people had been booked.

Only with the easing in May did the inquiries rise.

Since the end of the summer, the numbers have risen significantly again.
