The Council of Ministers decided on Wednesday to create a post of prefect delegated to immigration to the prefect of police of Paris, whose mission will consist in coordinating the management of migratory flows, particularly important, in Île-de-France.

To give substance to this reform within the Paris police prefecture, the Council examined a decree from the Minister of the Interior, which gives the Paris police prefect, Didier Lallement, a competence of animation and coordination of this theme throughout the Ile-de-France region. The decree creates a delegated prefect for immigration who will be placed at the head of a new immigration delegation. His appointment is due to be announced in the Council of Ministers next week, with the reform due to enter into force on May 1. According to the Paris Police Prefecture (PP), the Île-de-France region concentrates “
50% of national asylum requests, 40% of national activity for the first-time issue of residence permits, 30% of 'national activity in the fight against irregular immigration
'.
The PP processes 100,000 residence permits per year, and 50,000 users go there per month.
This concentration is explained by the geographical location of the capital region and its attractiveness.
With the 2015/2016 migration crisis, it appeared, according to the PP, that “
the administrative framework was outdated
” to manage this atypical situation.
81,000 asylum applications lodged in France in 2020
In 2020, a particular year due to the pandemic, out of nearly 81,000 asylum applications filed in France, 38,000 were in Île-de-France.
More specifically, asylum applications under the Dublin Protocol amounted in 2020 to 26,112 in France, including 13,672 in IDF, making this region the first in Europe in this area.
A “

With the reform, this general direction of the police will disappear, which shares its activity between, on the one hand, the issuance of identity cards, passports, driving licenses, gray cards, and on the other hand the administration of foreigners.
