Today, in its fifth session of the second special session held under the chairmanship of Hammouda Sabbagh, Speaker of the Assembly, the People's Assembly continued discussing the draft law containing the creation of the General Authority for Real Estate Development and Investment to replace the newly created body according to Law No. 15 of 2008.

The Board approved by majority the articles from 15 to 19, as Article 15 indicates that in the event that the land belongs to the real estate developer, he is obliged to implement public facilities and infrastructure at his own expense under the supervision of the administrative authority and in accordance with the organizational chart, and the implementation of electricity networks, transmission centers, water, telephone, sewage and treatment plants.

According to the same article, public authorities are obligated to implement their facilities in the development zone, and the real estate developer may implement public buildings and all service buildings at the expense of the competent authorities and in agreement with them.

Article 16 states that the administrative body named in the decision to create a real estate development zone has a number of tasks, including contracting to implement the development zone, preparing books of technical, financial and legal conditions, and announcing the implementation of the zone within six months from the date of issuance of the creation decision.

The areas of random housing are dealt with according to the provisions of this law by the administrative unit with the participation of the General Authority for Development, either by means of demolition and rebuilding or upgrading and rehabilitation, or both, according to Article 17, while the administrative unit has the right to apply to the General Authority with a request to create a development zone for random housing and form teams Work to complete the social survey of the region and prepare a planning program for it, provided that the area is created by a decree based on the proposal of the Board of Directors of the Public Authority.

The updated slum development zone is considered a legal person who replaces all owners and rights holders in it according to Article 19, and the administrative unit represents the legal personality of the updated development zone and exercises all the powers and procedures necessary to implement the planning program for the area.

The session, which was attended by the Minister of Public Works and Housing, Eng. Suhail Abdul Latif, and the State for People's Assembly Affairs, Eng. Maloul Al-Hussein, rose to 12 noon on Friday.
