Russian presidential spokesman Dmitry Peskov declared that improving relations between Russia and the United States requires mutual political will, pointing out that his country was not the reason for the deterioration of these relations.
Peskov told reporters, in response to a question about whom the Russian and American sides should take the first step: "There is a need for mutual political will," noting that "President Vladimir Putin demonstrated his political will more than once and said: We are interested in improving and resuming relations with the United States."
Peskov added: Moscow did not do anything that would harm bilateral relations, and the initiative was not to deteriorate these relations and bring them to the state they are in now.
And Russian Foreign Minister Sergey Lavrov confirmed last month that his country is ready for the difficult development of Russian-American relations.
