The last few years have been characterized by extensive civic activity to advance local and global social goals. Social networks and major city streets in the world have been flooded with movements like Black Lives Matter, protests to change the relationship between men and women like the Me Too movement and of course environmental movements calling for tackling the climate crisis and promoting the values ​​of sustainable society. These have shaken the public and business sectors alike, and have led to tremendous achievements, such as increasing ethnic representation in the business sector, exposing and denouncing sexual assaults and returning the US to the Paris Agreement. At the same time, the notion of environmental issues On broader issues in the field of sustainability such as social resilience, community, processes of democratization of knowledge, equality and social fairness, these successes show that significant civic engagement produces far-reaching cultural changes that can make people change habits, pressure decision makers and make people "Part of a "group that works for a common goal.



On the other hand, in the face of the strengthening of civil society, the modern state and its institutions have become increasingly distanced from the citizens, their life experience and daily experience. Time and time again decision makers have been accused of disconnection. As a result, the state's sense of helplessness has taken hold regarding thorough treatment of acute issues led by the global climate crisis. Extreme weather changes, the types of food available to man, political tensions between countries, the expansion of polluting industries, the quality of the air we breathe, the water we drink and more, are all issues concerning the life of every citizen and the lives of future generations. Nevertheless, the conduct of states is generally characterized by a bias in the interests of capital over the general good and future of the public.



As far as the climate crisis is concerned, the central government in Israel with its various representatives has failed. While the whole world recognizes the climate crisis that is beginning to show its signs in Israel as well, the governing parties are dragging their feet and no party has regretted the issue on its flag.



The inability of the central government to deal with a real-time crisis we have seen in the last year in the Corona crisis, which was immeasurably small in relation to the expected climate crisis.

We cannot reach another crisis when we are not prepared for it.

The Temporary Order requires us to seek leadership and the ability to deal with the crisis elsewhere outside of central government.

Significant public activity is required, linking different actors: third sector, social movements, academia, politicians in the local and national authority and of course the citizens.

Therefore, for the first time in Israel, 15 regional climate conferences will be held throughout this year - from the Upper Galilee to Eilat. The pioneering idea was born in light of the understanding that another annual conference of environmental activists in an air-conditioned hall in Tel Aviv is not enough, because sustainability and the climate crisis are the responsibility of all citizens regardless of status, origin or occupation. Each geographical area marked the important issues for its people with the thought that what is important to the residents of Herzliya is different from the residents of Eilat and different from the residents of the eastern Negev and so on.



The climate conferences can largely be seen as an emerging movement of new social awakening, which provides a platform for various and diverse issues in areas of sustainability and climate that are also discussed by citizens and for the citizens and thus expands them beyond the limited circle of environmental activity. For this, as stated, we need all those who are interested in taking a significant part in the craft.



The series of climate conferences is expected to end with the signing of a social convention signed by citizens and representatives of local government, at a summit meeting that will include representatives from all conferences.

Eventually, these insights and claims will be presented at the World Climate Conference to be held in Glasgow Scotland later this year.
