The building and property committee of the municipality of Höhenkirchen-Siegertsbrunn has clearly positioned itself against the planned gravel mining project on an agricultural area in Siegertsbrunn, near the Muna site. In a renewed vote on the application for excavation permission, all committee members except for Mayor Mindy Konwitschny (SPD) voted against granting the community agreement.

Höhenkirchen-Siegertsbrunn - As reported, the municipal council had already rejected the application of the entrepreneur who wants to mine gravel on the site last year, referring to the inadequate development of the mining site.

A few weeks ago, however, the applicant submitted a modified version of his application to the municipality.

Therefore, the responsible bodies have to decide again on the project.

Planned driveway relocated

As the head of the building authority Tanja Englbrecht explained in the meeting, the entrepreneur has now planned the access and exit roads to the gravel pit in such a way that the municipal administration no longer sees the development as an obstacle. The gravel pit is no longer to be accessed via Schnepfenluckenweg, but rather via the northern part of the adjacent area. A ramp is to be used to access the northern area of the pit from Hohenbrunner Strasse. In order to avoid pollution of the street, a tire washing system will be built in the entrance area of the pit and the street will be tarred, it is said. To enable two-way traffic, the driveway should be six meters wide, plus a flower strip three meters wide. "The reason for rejection is no longer applicable," emphasized Konwitschny.

Conservation concerns

From the point of view of the municipal administration, there are certainly nature conservation reasons to reject the gravel pit.

But the district office is responsible for this - as well as for the examination of the water protection law, as the mayor emphasized.

“We can only say: people, take a close look.” Norbert Mayer (UB) also asked to look closely: “The nature conservation examination did not go as it should be according to the regulations,” he stated.

The issue of water protection should also be examined more thoroughly.

At the same time, he repeated his parliamentary group's request to the municipal administration to draw up a partial land use plan for the designation of gravel mining concentration areas in the village.

Criticism of the district office

Roland Spingler (CSU) complained primarily about the species protection examination of the project: "This has to be improved." In addition, the gravel pit runs completely against the planned development of the community. Like Rupert Franke (SPD), he criticized the fact that the district administration continues to adhere to the measures taken to deter ground breeders such as larks by the applicant on the planned gravel extraction area. "Animal welfare is far too little taken into account here," says Spingler. Gudrun Hackl-Stoll (Greens) blew in the same horn. In view of the fact that there should already be breeding pairs at the said place, it is "incomprehensible that the Lower Nature Conservation Authority takes so little account of bird protection".

In view of so many reservations of the committee members about the gravel pit, Konwitschny was no longer required to calmly vote against the project.

She pointed out that the municipal administration, in order to secure itself legally and because from a planning law point of view, there is simply no reason for rejection, will recommend that the municipal agreement be reached on the application.

"You do not harm the community if you do not agree," Konwitschny said to the committee members before the vote.

So it happened.

Only the town hall chief herself voted “Yes”.

Their reason: they represent the administration with their vote.

The Luibl couple should be relieved about the vote.

It lives right next to the planned gravel pit entrance.

The entrepreneur, in turn, defends his project.
