The national anti-terrorism prosecutor's office (Pnat) was seized of the case.

The central directorate of the judicial police (DCPJ) and the general directorate of internal security (DGSI) are responsible for the investigation.

Five people belonging to the Tunisian's entourage, including his father, were taken into police custody.

From the afternoon of Friday, the first elements of the investigation made it possible to learn more about the profile of the killer.

Originally from eastern Tunisia, Jamel G. arrived in France illegally in 2009. He first lived in Thiais, in Val-de-Marne, before moving

"Do not represent a threat"

This admission to work is subject to very specific conditions.

First of these: to benefit from an employment contract of at least six months or from a promise of employment for a contract of this nature.

It is also necessary to live in France for at least five years and to have worked eight months over the past two years, or thirty months over the past five years.

Exception is made for foreigners residing in the national territory for three years and who can prove to have worked for two years, including at least eight months in the last year.

Special conditions are also provided for temporary workers, employees in the social and solidarity economy or people with small contracts.

Foreigners wishing to obtain this status must speak French,

Two different residence permits

In the file prepared by the person who wishes to be regularized for work, there is in particular a key piece, the Cerfa form n ° 15186 * 03.

“The employer or the future employer fills out this form, which is then submitted to the Regional Directorate for the Economy, Employment, Labor and Solidarity (Dreets), the new name of the Direccte, which gives an opinion favorable or unfavorable, ”

explains Stéphane Maugendre.

Several criteria are taken into account in the examination of the file, including the respect by the employer of its legal obligations and the rules of exercise of its profession if it is a regulated profession, as well as the payment of 'a salary at least equal to the minimum wage for the employee.

The final decision rests with the prefect. If he accedes to the applicant's request, two residence permits may be issued. The first is reserved for people on permanent contracts; it is a temporary residence permit for a maximum of one year bearing the words “employee”. The second concerns employees on fixed-term contracts; the residence permit then bears the words "temporary worker" and is only valid for the duration of the employment contract referred to.
