The chair games and strategic portfolios: the mines and gaps on the way to the Bennett-Lapid government

One and a half weeks before the end of Netanyahu's mandate, the bloc opposing him is accelerating talks to form a coalition of 58 MKs and seven factions. Apart from Prime Minister Levant and Lapid, the division of other positions is controversial, with right-wing demands for right-wing political value, such as justice and internal security.

Contacts for the formation of a unity government led by Naftali Bennett and Yair Lapid are expected to take a step starting this morning (Sunday). Both sides say they aim to reach agreements by the end of the week, so that there will be a clear outline for a government before Prime Minister Benjamin Netanyahu returns the mandate to the president next Tuesday.

The talks are taking place in a number of parallel axes: the main channel is between Bennett and Lapid, with Bennett also representing Gideon Saar's new hope, while Lapid is also negotiating with the other parties in the bloc opposing Netanyahu - Blue and White, Yisrael Beiteinu, Labor and Meretz. Part of the 58 If Coming Coalition will be set up, with expectations, conditions and demands, and there are plenty of political mines to neutralize so that everyone can join hands.

According to the outline in question, a parity rotation government will be formed - in the same model of the last government of Benjamin Netanyahu and Bnei Gantz, with Bennett serving as prime minister for two years and then Lapid.

The government will be parietal, with equal power and a veto power for the two blocs, despite the numerical gap between them in seats, with on the one hand the right-wing bloc of Bennett and Saar with 13 seats and on the other the center-left bloc with 45 seats.

But out of the general outline agreed upon, there are many ramifications of gaps and disagreements. At the forefront is the size of the government and the key to the division of portfolios that will determine the division of power. Bennett is demanding eight ministers for the right-wing bloc, according to a key of 1.5 MKs on the right and new hope. Lapid, on the other hand, wants to reduce the size of the government as much as possible and not significantly exceed his election promise to form a government with 18 ministers. Three MKs.

In addition to privacy and over-representation in government, the right also demands control of what they call "strategic portfolios," with important political value on the right, such as justice, homeland security and education. But the conditions of the right-wing bloc, designed to minimize the damage to the base and paint the ideological centers of power, leave the five parties in the opposing bloc with weakened power and less senior and prestigious offices to divide, and left-wing parties also demand adequate, dignified and proper representation around the cabinet table. Thus, apart from Prime Minister Levant and veteran Foreign Minister Lapid, the deputy prime minister, the composition of the government is really unclear and almost all positions are at some level of controversy:

Speaker of the Knesset

- the right-wing bloc wants Zeev Elkin to be the agreed candidate, Lapid wants Meir there Cohen.

Defense portfolio

- Saar demanded to receive the keys to the campus, in blue and white they vehemently refuse to release. Avigdor Lieberman has already settled on the

finance portfolio

, But the chairman of the Labor Party, Merav Michaeli, demands to receive him or the

case file

, one of the most important on the right, which is supposed to be Saar's condolence award in the security place, and if not to him, then to Ayelet Shaked, who is also interested in finance.

Demanded to get the keys to the campus.

Meretz chairman Nitzan Horowitz is demanding the

education portfolio

, but the right-wing bloc is planning to give it to a new hopeful, Yifat Shasha Bitton, and they also vetoed the possibility that Michaeli will accept the

portfolio

, which is also defined as "strategic" because of the political sensitivity of Infiltration and immigration issues in Bennett and Shaked's base. The immigration and absorption portfolio also appears to be a rock of controversy within blocs between Blue and White and Yisrael Beiteinu, and the

culture and sports portfolio

may also cause problems.

The chair games are particularly complex because they are conducted on three fronts. And between Lapid and the five center-left parties. At the same time, the negotiations also include a dialogue on essential demands such as budgets and baselines, and an attempt to formulate agreements on at least status quo on key issues that can be controversial like religion and state or the International Criminal Court in The Hague.

The right-wing bloc has vetoed the possibility that you will receive the internal portfolio.

The talks between Bennett and Lapid are led by their associates, Hillel Kobrinsky on behalf of Lapid and Tal Gan Zvi and Shalom Shlomo on behalf of Bennett, with Zeev Elkin representing Tikva Hadash and Gil Bringer, Shaked's associate, also taking an active part in the negotiations. Lapid began preparing for a real coalition negotiation and appointed subjects: Blue Chairman White and White, Bnei Gantz, announced that Adv. Ronen Aviani will manage the contacts on his behalf, Merav Michaeli appointed Adv. Alon Gellert and Strategic Adviser Ronen Tzur, the negotiations. Yisrael Beiteinu will be run by MK Oded Forer and businessman Shmuel Haik, Lieberman's traditional mediator for the past decade.

Simultaneously with the cauldron of contacts and talks in the bloc calling itself the Bloc of Change, the Likud is expected to intensify the pressure on Bennett, Shaked and all members of the right-wing faction in the coming days.

Petitions, videos and text messages will warn them of joining the left-wing government and emissaries will offer them tempting offers to deflect from Bennett and stop it.

And the ruling parties have also not yet given up on attempts to bring Gideon Saar home, in an outline that moves Netanyahu to the position of deputy prime minister in favor of another senior Likud or right-wing figure.

On the way to the Bennett-Lapid government, there are also quite a few internal mines to neutralize, and the Likud will make an effort to lay new mines.
