- The way in which the property on Hubertusstrasse is used, namely as workers' accommodation, has repeatedly led to anger in the neighborhood in recent years.

Most recently there were numerous parked vehicles in the street, as they are usually used by Amazon parcel drivers.

Many residents couldn't find a parking space themselves.

Use as accommodation was prohibited

The problem has been known for a long time. The district office had already banned the use of the building as workers' accommodation three years ago, as Simon Bausewein, head of the district authority, reports. However, during subsequent controls it became clear that the owner or landlord was not complying with the ban. As a result, so-called penalties were imposed - against which the other party sued. The court date is set for mid-May.

After all, it has become relatively quiet around the building at the moment.

At the moment, at least the District Office has no complaints.

In the end, there was this too, as the property's garage was used as a workshop for painting work.

After the district office intervened, the use was given up.

In this case, really, as Bausewein confirms.

Local residents with concerns

In the past, residents of the area had repeatedly expressed concerns that the workers' dormitory could be legalized.

Because the development plan for the area is currently being redesigned.

And it provides that the purely residential area will become a general residential area.

The concern: Will this change legalize workers' dormitories?

Martin Runge (Greens) commented on this matter at a municipal council meeting in December 2017. He made it clear: The municipality could even allow workers' accommodation in the previously purely residential area - as an exception.

And in a general residential area, this accommodation can only be permitted as an exception.

But he doesn't know of any local council that would do that.

Purely residential area?

SPD municipal council member Peter Falk, however, had legal concerns at the time about defining the area as a purely residential area in the future.

That makes the development plan vulnerable to the administrative court.

Because in the meantime numerous commercial enterprises are active in the area.

Thus, the Freyastraße development plan is still not legally binding, it is currently inactive.

In January of last year, the municipal council decided to first examine the scope for action the municipality has in residential areas.

The questions are: Should the development plans remain unchanged or should they be revoked?

Should they be revised, should the building rights be granted and green space plans drawn up, or should the building rights be increased?

However, the investigation has not yet started, because the highest building authority has promised to provide subsidies for these.

Due to Corona, however, no decision has yet been made on the community's grant application and the study has not been commissioned.
