Many members asked for a starting rent at the meeting. Chen Jiaxin said that the government lacks "official figures" for the rents of subdivided houses and it is difficult to set the starting rent level. However, after the draft is passed in the future, the government will be able to collect relevant data under the new measures. At that time, we can understand the rent trend and take improvement measures when necessary.

A meeting of the Legislative Council Subcommittee on Transitional Housing and Subdivided Housing Matters convened today. Many members asked for a starting rent and criticized the 15% rent increase as too high. It should be in line with the Housing Authority and narrowed to 10%.

One to two years after the entry into force, the government will have official rent figures and know the trend of sub-divided housing rents. If necessary, it can take improvement measures at that time.

Chen Jiaxin said that the government's goal is to submit a draft to the Legislative Council within this legislative year. If it is passed, it is confident that it will be implemented in the first quarter of next year.

Subdivided housing is a "business" and it is difficult to compare public housing

As for the upper limit of rent increase, Chen Jiaxin said that the Housing Authority is to promote public housing and is responsible for ensuring that rents cannot be higher than affordability. However, subordinated housing is a "business", not social housing, and the two may not be reasonably comparable.

He also said that 15% is only the upper limit. In fact, the rate of increase in the past has exceeded 20%.

He said that he has heard the opinions of members requesting the reduction to 10% and will study it again.

Chen Jiaxin said that the definition of subdivided housing will be as broad as possible, but it may not include all subdivided housing units that are not fully compliant with the law, especially units that are rebuilt in violation of regulations, so as not to be mistakenly legalized.

As for the expected law to take effect in time, Chen expressed that he hopes that the bill on the control measures for subdivided housing will be submitted to the Legislative Council this legislative year. If it is passed, he is confident that it will be implemented in the first quarter of next year.
