The 14-year-old Tang dog female "Big Ear", the guard dog of the Kowloon Funeral Home, was hit hard by a white private car at the junction of Larch Street and Maple Street on the 15th of this month and died two days later.

The car's cam footage was exposed at the moment of the incident, and it was filmed that the private car involved crashed into the big ear from behind, and the driver's family involved got out of the car to check.

The owner of the dog, Ming Ge, said that the driver involved had stayed at the scene for about an hour, but did not show his identity or assume responsibility. He hoped that the driver would surrender and apologize.

Some neighbours who went to the small altar to worship and confessed frankly, "So unhappy," and hoped that the driver involved would bow and apologize.

District councillors have also written to ask the police to follow up and investigate the incident.

However, according to the current Road Traffic Ordinance, drivers do not need to stop and report to the police when they hit a cat or dog. The FEHD submitted an amendment to the "Draft" at the beginning of the year to include cats and dogs in the definition of "animals" that require parking. It will be passed and published as soon as possible. It was implemented only half a year after the constitution.

The cam footage of the car at the time of the incident was exposed. The street was dim. Big Ear walked out of the road. A white private car that stopped and crashed into Big Ear. All five of the drivers involved were in the car during the accident. Later, they got out of the car to check.

It is understood that a shop closed-circuit television showed that the driver had been watching the incident nearby, and then left the scene when the dog owner took the dog to the doctor.

Ms. He from the neighbourhood came to pay respects, "Qu (big ears) sensed my tin dog and saw me take the initiative to walk and bury them." The death of Big ear made her "so unhappy" and thought the driver should come and bow and apologize. "I don’t want you to be responsible for bleating, and you will not feel comfortable when you bump into it (big ears)." She pointed out that Hong Kong’s animal protection policy is backward. Although the increase in dog parks has improved, I hope that it will be better in the future. Make progress.

Dog owners and neighbourhoods are angry at Big Ear’s death, but the current Article 56 of the Road Traffic Ordinance requires drivers to stop when they hit an animal and must provide personal information to police officers, otherwise they must report to the police within 24 hours as soon as possible , But animal refers only to any horse, cow, donkey, mule, sheep, pig or goat.

The person can be fined up to 15,000 yuan and imprisoned for 12 months.

The "Draft" will resume the second reading debate at the Legislative Council meeting on April 28.

If the "Braft" is passed, the Ordinance will be gazetted for 6 months before it will come into effect.
