Before the vaccination summit in the afternoon, Chancellor Angela Merkel (CDU) warned the federal and state governments not to equate vaccinated and tested people in the discussion about the return of freedoms.

According to participants, Merkel said on Monday in a meeting of the CDU presidium that what applies to those who have been completely vaccinated cannot apply to those who have been tested.

The security of vaccination is much more robust than the security of tests.

First the "Bild" newspaper reported on the quotations.

The difference between those who have been vaccinated and those who have been tested is also emphasized in a draft of a key issue paper that is available to SPIEGEL.

The paper is the basis for discussion for a consultation between the federal government and the federal states, which begins in the afternoon.

According to the latest findings of the Robert Koch Institute, it can be assumed that those who have been vaccinated and those who have recovered have a lower risk of infecting other people than those who tested negative in an antigen test, "says the paper.

That is why it may be necessary to better position those who have been vaccinated and those who have recovered than those citizens who can only show a negative rapid antigen test.

In which areas this should apply is still unclear.

Relaxation in shopping and for old people's homes

It seems clear that those who have been vaccinated and those who have recovered will soon be able to regain at least the same basic rights as those who tested negative. According to the paper, vaccinated and convalescent people should be granted the same exceptions that are provided for in the Infection Protection Act with a seven-day incidence of over 100 for those tested. This applies to shops and entry regulations. In the area of exit restrictions, there should also be exceptions for those who have been vaccinated and those who have recovered. In addition, there are plans to relax retirement and nursing homes. People who have contracted Covid-19 in the past six months and who can prove this with a positive PCR test are considered to have recovered.

However, the obligation to wear a mouth and nose cover or the distance requirement should continue to apply to vaccinated, convalescent and tested people for a longer period of time, the paper goes on to say.

According to the Federal Government, there is no entitlement to the opening of certain facilities - such as museums or swimming pools - from the exceptions to be made for vaccinated and convalescent people.

Special leave for vaccinated people is possible

"For vaccinated people there should soon be no more tests and no more quarantine when traveling on vacation," said Transport Minister Andreas Scheuer (CSU) of the dpa news agency.

So far, a test has been compulsory when traveling by air when returning to Germany; when returning from countries with high corona numbers, travelers in Germany have to go into quarantine.

CDU Vice Julia Klöckner said that vaccinated people should quickly regain freedoms that have been temporarily restricted.

When asked if people could go on summer vacation, she replied, “I'm confident.

Nonetheless, we then have to look at the facts as well. «Klöckner added:» Because in the end we want to move forward and not fall back again. «

According to its own statements, the federal government wants to bring the relief for vaccinated people on the way soon.

According to government spokesman Steffen Seibert, there is not yet an exact schedule for the adoption of a corresponding regulation in the cabinet.

Seibert said on Monday in Berlin: "We are striving to work on a draft ordinance quickly." Its design depends on the outcome of the Prime Minister's Conference.

The vaccination summit should also address questions of prioritization - i.e. when who is entitled to be vaccinated.

Despite the nationwide vaccination ordinance, there are sometimes slightly different regulations in the various federal states.

Participants in the online deliberations of the CDU federal executive board said that CDU boss Armin Laschet had initially spoken about the positive progress in vaccination.

Previously, CSU boss Markus Söder had campaigned for the vaccination sequence to be lifted in May.

Health Minister Spahn warned, according to "Bild", against a blanket lifting of the prioritization.
