This is obviously not a blank check.
The 40 billion euros in subsidies that France will gradually receive under the European recovery plan of 750 billion, to finance its recovery, will not be paid without compensation.
Like each of the member countries of the Union, France must comply with a certain number of conditions aimed at both the orientation of recovery policies and the implementation of structural reforms with a view to consolidating public finances and to gain in competitiveness.
It is true that the sums at stake are considerable.
These 40 billion represent 40% of the French stimulus plan - called "France relaunch" - of 100 billion, the deployment of which is spread over three years (2020 to 2022).
From next September, France should thus receive a first payment of 5 billion.
The country must, however, get the final green light from Brussels.
The Commission will receive the hundreds of pages of its plan on Wednesday for further consideration.
