During his report to the police station today (26th), the convener of the FDC, Chen Haohuan, received a document from the Director of Societies Affairs of the Police, alleging that FDC was suspected of violating Article 5 of the "Societies Ordinance" and requested FDC to provide 6 items of information in writing to the Director of Societies Affairs. Including the reasons for not re-registering with the application, whether the FDC’s social page was established and managed by FDC, the request to provide information on the parade and rally organized by FDC from September 2006 to the present, and the request to account for the income of FDC since its establishment Sources, expenses, bank and account numbers used to receive any funds or payments, etc.

The Director of Police Societies Affairs asked Chen Haohuan to reply on or before May 5.

Chen Haohuan said that the FDC will seek legal advice and has not yet responded.

Alleged that FDC violated Article 5 of the "Societies Ordinance"

The Assistant Commissioner (Support) of the Police and Assistant Societies Affairs Officer Chen Qili stated in the letter that it was learned from media reports that Chen Haohuan was the convener of the FDC and Li Enhao was the deputy convener, referring to the fact that the FDC had been on July 18, 2006. Registered in accordance with the "Societies Ordinance", and then applied for cancellation of registration on September 11, according to media and social platform information, there are signs that the "civil human rights front" will continue to operate in the form of associations, violating Article 5 of the "Societies Ordinance" .

Chen Qili pointed out that Chen Haohuan must submit the required information to the Societies Affairs Officer on or before May 5, 2021, and reminded that according to Article 16(2) of the "Tuan Tuan Ordinance", if any society fails to comply with the service under Article 15 All or part of the provisions of any notice provided by the company will be fined 20,000 yuan upon summary conviction. In addition, Article 16(3) of the "Societies Ordinance" stipulates that in order to comply with the requirements of the notice served under Article 15 If any information provided by the Park Service Officer is false, incorrect or incomplete in the main items, the person who provided such information shall be liable to a fine of $20,000 upon conviction under the summary rent order.

The Director of Societies Affairs mentioned in the letter that six items of information were requested, and three attachments were attached, including the FDC’s "10.1" parade last year, a Stake Facebook post in December last year, and FDC last year. On December 9th, the 70th anniversary of the International Human Rights Day was organized as a pamphlet jointly signed with "Stop Torture and Respect Human Rights".

The Director of Police Community Affairs requested the FDC to provide six items of information as follows:

1. The reason why FDC failed to apply for association registration with the director of association affairs

2. Is the FDC a person listed in the schedule of the "Societies Ordinance", if so, please provide evidence

3. Whether the FDC webpage and Facebook page are established and managed by FDC

4. After September 11, 2006, the FDC organized many rallies and parades, including the Eleventh Parade last year.

5. The source of income, expenses, bank and account number used to receive any funds or funds since the establishment of the FDC
