One of the reasons for the continuing downward trend is probably the mask affair of many Union politicians.

Bavaria's Prime Minister Markus Söder (CSU) announced measures weeks ago.

Now the Bavarian coalition factions of the CSU and Free Voters have agreed on a Bavarian lobby register.

The law provides for a registration requirement for lobbying work.

This means that in future only officially registered lobby groups in the Bavarian state parliament will be involved in the legislative process.

Interest groups who want to be active in the Bavarian state parliament must also adhere to the behavior of a new code of conduct.

Sanctions with fines of up to 50,000 euros are planned.

On May 5th, the draft will be discussed in the first reading in the plenary session of the state parliament.

Bavaria is taking the same path as the federal government.

At the end of March, after years of discussion, the Bundestag introduced a lobby register for the Bundestag.

In the coalition agreement between the CSU and Free Voters from 2018, there was no mention of a lobby register.

After the lobbying allegations around the CDU politician Philipp Amthor became known in 2019, calls for a register of this kind were first loud.

The CSU in particular has been busy with the corruption affairs of the CSU politicians Sauter, Nüßlein and Zech in recent weeks.

With a ten-point plan, the CSU wanted to ensure full transparency at the end of March.

"For a new CSU you need new rules and a new spirit," said party leader Markus Söder at the time.

The Landtag SPD was even able to bring itself to praise - albeit with a swipe: parliamentary group leader Horst Arnold was pleased that the SPD draft had been accepted by the CSU and Free Voters without major deviations. "The decisive factor now is that the issue of transparency is tackled beyond the draft law - here we need further binding regulations for elected officials," he emphasized. “Members of parliament have to disclose their secondary employment and their income from them precisely. There needs to be a clear delimitation of professional activities that can lead to conflicts of interest with the mandate. ”(
