After the crossings through the face-to-face classes, the national government and the province smoothed out rough spots with the City, at the summit of cabinet chiefs that Santiago Cafiero led at Casa Rosada this afternoon to analyze possible measures to contain the advance of the second wave of coronavirus in the Metropolitan Area of Buenos Aires.

"

It was a very good meeting

", agreed from the three parties, at the end of the meeting for more than an hour in which Felipe Miguel and Carlos Bianco from Buenos Aires participated and which took place in the prelude to the new decree to be signed by Alberto Fernández to renew existing measures and impose new restrictions.

In this first approach, the bid for face-to-face classes that faced the President with the Buenos Aires head of government, Horacio Rodríguez Larreta, was not put into discussion.

"They analyzed all the indicators and the situation in general. They agreed that they are going through a difficult situation, with many cases and a great demand on the health system," said one of the chief of staff.

"

They agreed that it is necessary to guarantee compliance with all current prevention measures,

" they added. It is the proposal that Nación has been making since last week, when the Minister of Security, Sabina Frederic, sent a note to her partner Marcelo D'Alessandro, urging him to control, in the face of numerous complaints of non-compliance. Beyond the fact that the City states that at the national level, the federal forces do not do the same with the controls in train stations ("Unless those who block streets in the Obelisk are all essential, nobody controls them," they complain), Miguel promised to intensify the surveys.

According to another interlocutor, the coordinating ministers positively evaluated that "there are signs that the curve of cases is beginning to slow down slowly" and that, in that sense, "they agreed to monitor the situation for the next 48 hours, before meeting again and evaluating possible New measures".

Cafiero presented to his peers the data he exchanged this Monday with the experts, who reported a situation of "tension" in the health system due to lack of beds.

Along these lines, he asked to intensify the inspection so that the current measures are complied with and proposed another meeting on Thursday.

"The dialogue was resumed and the circulation and epidemiological data were analyzed and in 48 hours there would be another meeting," they completed.

"Since the beginning of the pandemic we have been working with Carlos Bianco and Felipe Miguel in coordinating actions in the AMBA. Despite the differences that we may eventually have, the context requires us to strengthen the dialogue to take care of life, which is the most important ", highlighted the head of the national ministers through Twitter.

Cafiero's call to Miguel and Bianco came after the Buenos Aires government let it be known that it does not rule out taking new restrictive measures if the cases do not decrease to prevent the health system from collapsing.

It was a gesture of the Buenos Aires authorities in the midst of the discussion and criticism of the national government and the Province for the alleged inaction of the City.

Also through Twitter, the Buenos Aires Chief of Cabinet spoke and demanded "to jointly comply with the measures adopted by the national government."

"As we have been saying, the AMBA is a unified health zone. Only decision-making based on concrete data and in a coordinated manner between Nation, Province and City can provide solutions for the difficult situation posed by the second wave of COVID "Bianco said.

We have to jointly comply with the measures adopted by the national government.

That has always been our conviction as a provincial government and, in this sense, we will continue to make the maximum effort to coordinate actions.

In the last hours and in tune with what the vice chief of government, Diego Santilli, and Larreta himself had said publicly in a private meeting of the national board of Together for Change.

the Buenos Aires Minister of Health, Fernán Quirós, warned that

"if the cases remain at a high value", it will be necessary to "take new measures"

"It was always the will of the President to dialogue and reach a consensus. But that implies that, as happened last year, the announced measures are respected and enforced," they said from the Nation about the return to dialogue and the expectation that, according to Miguel promised.

the City tighten controls.

"I do not know if many more measures are needed than those that have already been imposed. As long as those that Alberto ordered are fulfilled, we are fine," warned an official with an office at Casa Rosada.

Meeting with experts

On Monday, Cafiero and the Minister of Health, Carla Vizzotti, led a meeting with experts, at the beginning of a key week where the Government analyzes the announcement that it will intensify the restrictions.

Unlike the last decree, which generated a strong intersection with the Buenos Aires head of government, Horacio Rodríguez Larreta, the National Executive seeks to agree on the measures with the Buenos Aires administration, after weeks of accusations and crossed judicial rulings.

That is why the meeting on Tuesday between the Nation and the City, to which the Buenos Aires representative joined, takes place after friction by the face-to-face classes, which the presidential decree sought to suspend and which the Buenos Aires administration sought to guarantee in Justice, in the middle of union force measures.

The experts who passed through Balcarce 50 expressed their concern about the possibility of a lack of oxygen in the intensive therapy rooms.

This situation is added to the occupation of beds and the high contagion curve, which open the possibility of a saturation of the health system in the metropolitan area.

However, for the moment they ruled out the possibility of a

"total closure"

, as in 2020. As they remarked at the meeting, this possibility could be necessary to implement later, during the harshest months of winter.

The debate over presence

The hot debate about the closure of classrooms is awaiting a definition from the Supreme Court of Justice.

The Minister of Education, Nicolás Trotta, who reappeared after the announcement by President Alberto Fernández that he suspended classes at the AMBA, presented a model of

"managed attendance

.

"

The proposal is that the number of students can be reduced to a third or less, while prioritizing younger students (with less autonomy) and those who need extra support from teachers.
