The Council of Ministers discussed during its weekly session today headed by Eng. Hussein Arnous, Chairman of the Council, a draft legislative instrument that includes settling the status of delegates who obtained the scientific qualification and did not return to the homeland during the period specified by the Scholarships Law in a way that contributes to facilitating their return, investing their scientific qualifications, and providing universities and institutes with qualified teaching cadres .

The council discussed a draft law to create the Defense Laboratories Corporation, which contributes to providing a flexible legislative environment for the institution, appropriate work systems, addressing difficulties, developing production lines, raw materials and spare parts, preparing qualified personnel, attracting competencies and experiences, encouraging creativity, and embracing inventions and innovations.

The Council listened to a presentation made by the Minister of Internal Trade and Consumer Protection on the reality of the work of the Syrian Foundation for Trade and its role in the positive intervention processes, price controls and proposals for their development and overcoming the difficulties that impede the implementation of its plans for expansion and automation and human resources management and procurement systems, where it was stressed the need to settle the financial situation of the institution and coordinate between Ministries of Agriculture, Industry and Internal Trade to supplement the Syrian trade halls with local production of basic materials and support efforts to market agricultural products.

Eng. Arnous reaffirmed the need to unify efforts between the relevant ministries and the local community to monitor markets and control prices during the blessed month of Ramadan, in a way that contributes to continuing to reduce prices and reduce burdens on citizens, stressing that all efforts be made to operate the foodstuff factories of the Ministry of Industry at their maximum capacity to provide basic materials in the markets. Local quality and reasonable prices.

The council also listened to a presentation made by the Minister of Local Administration and Environment on the reality of industrial zones and cities, the number of establishments existing in them and actually invested in them, the implemented projects and the divisions under construction and delivery, proposals for their development, incentives and facilities that can be provided to investors.

Emphasis was placed on the Ministry of Education to take the necessary measures to ensure the success of the examination process for the primary and secondary education certificates and to provide their requirements.

The Council assigned the Ministries of Transport and Finance and the Planning and International Cooperation Authority to develop a joint work plan to complete the railway maintenance work and provide its complete requirements to reactivate the rail transport between governorates, support the air transport fleet and work to develop its services.

The Minister of Agriculture and Agrarian Reform gave a presentation on the measures taken to combat desert locusts and the efforts made to preserve the safety of agricultural crops.

The Council asked the Ministry of Health to take what is necessary to develop the pharmaceutical sector, support its industry, secure the local market’s need for it with quality and appropriate prices, and target new export markets, and stressed the importance of establishing an electronic platform so that those wishing to take the Coronavirus vaccine can register according to clear, declared and transparent bases.

The Cabinet approved a number of vital projects that contribute to improving the service and development realities.
