The Legislative Council approved funding for site formation and infrastructure projects for the development of Hengzhou public housing estates in March last year. The government officially began to reclaim land. Villagers in the three Hengzhou villages (Yongning Village, Fengchi Village, and Yangwu Xinwu) were scattered, and only a few households remained behind.
Today (28th), the land administration personnel went to reclaim the land again, refused to grant grace, and ordered the residents to evacuate.
At 6 o'clock this morning, land officials, along with security and police officers, reported that more than 300 people arrived at the entrance of Hengzhou Village, then surrounded the home of the left-behind villager Ouyang Tai, and asked the six members of Ouyang Tai's family to pick up their belongings and leave.
Ouyang Tai said that the ex-gratia allowance was only granted on April 7 and that there was no funds to find a new place for resettlement, and there was not enough time to prepare for the move. He asked for a 14-day grace period, and then concessions were not allowed until the 7th.
During the negotiation, another group of people detoured to the fence behind Ouyang's house, cut off the water and electricity, and cut the barbed wire to enter.
Ouyang's family finally left in the afternoon by car.
