The National Audit Commission today (28th) released its latest audit report, which focuses on the registration and management of births, deaths and marriages of the Immigration Department.

The report pointed out that the first-generation simple case handling system that supports the above-mentioned services has been extended for more than three years. The maintenance service will expire in February next year. However, the next-generation system, which has been allocated 453 million yuan, will take 8 months to 10 next year. The new generation system is planned to be implemented in phases, including 3 computer systems.

Two of these systems, the visa automation system, and the decision-making support system for assisting people living outside Hong Kong, life, death and marriage, and right of abode, are expected to be launched in the fourth quarter of 2021.

As for the remaining system, the law enforcement case handling system, it is expected to be commissioned in the second quarter of 2022.

The audit report is also concerned that the project budget for the new generation system is 453 million yuan, including a budget for the purchase of all hardware, software and system implementation services. The amount is 342.6 million yuan. According to the 2016 market survey and the early 2018 The cost is determined by changing the work.

The government later awarded two major contracts for the system, with a one-off expenditure of 272.7 million yuan. The bidding price was lower than expected, saving a large amount of money. As of March this year, the cash flow required for the next-generation system project was 372.2 million yuan, and the unused appropriation balance is expected to be 80.8 million yuan.

However, the Audit Commission noticed that during the period from 2018 to 2020, when the Immigration Department submitted annual statements of expenditure forecasts for the next-generation system to the Security Bureau and the Financial Services and the Treasury Bureau, the cash flow required for each declaration was 453 million. There is no unused appropriation balance.

The new generation system will not be able to transition to the second phase to enable new functions until October next year.

The Audit Commission pointed out that, according to the Finance and Accounting Regulations, if a controlling officer has reason to believe that the amount of provision under a certain sub-item exceeds what is required, he must immediately notify the Secretary for Financial Services and the Treasury so that the excess can be retained Of payments.

Given that there is an unspent funding balance of $80.8 million, the Immigration Department needs to closely monitor the project expenditure and report it to the Financial Services and the Treasury Bureau immediately.

The Immigration Department stated that in response to the epidemic, in addition to formal e-mail circulation, it will consider arranging video conferences instead of physical meetings where appropriate.

The Immigration Department will continue to carefully review the cash flow required for the next-generation system based on the actual price of the project and other procurement contracts; and if it is aware of any remaining funding that exceeds the project’s requirements, it will report to the Financial Services and the Treasury Bureau .
