A new audit report was released today (28th), including a review of the educational support measures provided by the Hong Kong government to non-Chinese speaking students.

The expenditure on educational support measures provided by the Education Bureau for non-Chinese speaking students has increased by nearly 90% compared with five years ago, reaching RMB 456.3 million. However, many subsidized schools are late in submitting plans or reports, and the visits to schools under the supervision of the Education Bureau are not enough Timely.

From the 2014/15 school year to the 2019/10 school year, 26 special schools applied for a subsidy of RMB 650,000 to RMB 1.5 million for non-Chinese speaking students, but the Education Bureau never visited to inspect the implementation.

In terms of schools, the Audit Office stated that 72% of Chinese teachers have never participated in relevant education bureau training in the past 6 years, and the proportion of non-Chinese students participating in summer bridging courses has continued to decline, from 31% in 2013 to 17% in 2019.

Even for the Chinese tutoring classes commissioned by the Education Bureau to run colleges and universities, more than half of the participating students reported that the learning materials were inconsistent, and the average attendance rate per academic year was less than 60%.

The proportion of non-Chinese speaking students in the total number of students in Hong Kong increased from 3% in the 2015/16 school year to 3.4% in the 2019/20 school year.

The education support measures provided by the Education Bureau for non-Chinese speaking students also increased by nearly 90% to 456.3 million yuan from 244.5 million five years ago.

The Audit Commission pointed out that as of the end of the 2019/20 school year, nearly 10% (26) of the schools had never visited schools on behalf of the Education Bureau to inspect the use of subsidies for non-Chinese speaking students. The schools concerned were all special schools.

The audit report found that among the 152 kindergartens receiving subsidy for non-Chinese speaking students, nearly 40% (60) were late in submitting school plans and 48% (73) were late in submitting school reports. Among the 988 primary and secondary schools and special schools in Hong Kong, 252 (26%) Chinese teachers did not participate in the Education Bureau training, but 157 (62%) of them had non-Chinese speaking students, and 4 of them had 10 or more students Non-Chinese speaking students.

The Education Bureau has commissioned tertiary institutions to provide Chinese language tutoring classes for non-Chinese speaking students.
