City council goes online - no live stream for citizens

- In Unterföhring, local councils in all committees will probably meet online as early as May.

The municipal council has unanimously set off for so-called hybrid meetings.

The chairman, usually Mayor Andreas Kemmelmeyer (PWU), must still be physically present in the meeting room so that virtual meetings are excluded, but council members can participate via the Internet.

The municipality is accepting an opportunity that the Bavarian State Parliament opened in February by changing the municipal regulations in Bavaria to cope with the corona pandemic.


The public is still allowed to attend the meetings

However, the legislature stipulates that the public may continue to visit the meeting room and take part in meetings provided that they are public. In the case of non-public meetings, the connected members must ensure that no other person can listen; a violation can be sanctioned such as breach of the duty of confidentiality.


The municipality of Unterföhring is in the fortunate position to be able to implement hybrid meetings to protect the population, said Second Mayor Manuel Prieler (PWU), who chaired the most recent meeting on behalf of Andress Kemmelmeyer (PWU).

"We are all already equipped with iPads and have the technical requirements." Unterföhring will be one of the first communities to switch to hybrid meetings.

The panel unanimously decided that the hybrid meetings would be held by September.

Livestream?

Saran Diané and the SPD would have liked to have gone one step further.

Diané suggested streaming the sessions, i.e. filming them and broadcasting them live on the Internet.

This would make it easier for citizens to participate at home, "also for reasons of accessibility this should be the norm nowadays".

The city of Munich is setting a good example.


PWU parliamentary group spokeswoman Simone Spratter slowed down.

She could understand the concern, but first the hybrid sessions should be resolved, streaming is a different topic, “that is not up for discussion today”.

Stephanie Moser (Greens) welcomed the hybrid sessions and was also open to streaming.

But for this, asked Manuel Prieler, the SPD should apply if necessary.
