"In light of the ongoing recognition processes and confirmation of permanent disability, it seems that Itzik was required to mobilize forces to 'deal' with the system, which he perceived as hostile and as such that did not give him certainty about his status and rights," the investigation said.



Regarding the calculation of the rights of IDF disabled people for post-trauma, it is written that "currently the degree of disability due to post-trauma is determined by functional status, without placing enough emphasis on the mental limitations derived and the unique nature of this injury." Because they "suffer from not faithfully expressing the decisions as brought to the attention of the disabled person including technical deficiencies.

Additional conclusions reached by the examination team state that in order to gain rights and recognition, IDF disabled people are forced to seek legal service "sometimes senior and at considerable costs." They also found that there is a gap "between the ability of field care providers to respond immediately to the urgent needs of disabled people. IDF.

There was also a gap in manpower resources in the Rehabilitation Division, and that a bureaucratic burden "arising from the provisions of the law and the provisions of the Division" stood out.



Regarding the treatment of Defense Ministry personnel in the moments after Saidian set himself on fire - the investigation team found that the response was "professional, quick and effective, while striving for contact to save Itzik."

The Defense Ministry's investigation revealed that within 38 seconds, the security guards managed to put out the fire and provide Saidian with initial treatment, until he was evacuated to the hospital, about five minutes after the incident began.

Preliminary recommendations of the firm

Among the ministry's initial recommendations, it was decided that a "green route" should be allowed for any fighter injured in an operational incident. It was also recommended to reform the recognition of post-traumatic disability, and that a broader and more diverse tool framework is needed for rehabilitation, including examining an alternative treatment basket for the disabled, as well as providing a professional response for them, which will be available around the clock.



The ministry also recommended action to significantly shorten the duration of the recognition process for IDF disabled people and their rights, while setting a time frame that would be known to the disabled. They also stated that the recognition process should be made accessible and "friendly" to the disabled.



The Ministry of Defense also recommended the establishment of a control and audit body for the activities of the medical committees.

It was also decided to recommend a comprehensive reform of the world of services provided to IDF disabled people, including the written formulation of the disabled population and the granting of additional powers to the rehabilitation districts.

It was also recommended to act to increase the manpower significantly in the field units in the Rehabilitation Division.
