The former treasurer of the Changsha Building Corporation in Sham Shui Po allegedly misrepresented the employment of part-time clerks and defrauded the corporation to pay secretarial fees for nearly 14 years, involving approximately RMB 165,000.
The ICAC sued the former treasurer for fraud. Next Monday (May 3), he will defend the case at the West Kowloon Court, during which he will be released on bail pending trial.

The defendant is Tan Binghuan (79 years old), charged with one count of fraud, violating section 16A of the Theft Ordinance.
The circumstances of the case allege that the defendant served as the treasurer of the Changsha Building Corporation from 2002 to 2018. In September 2003, the corporation resolved to hire a part-time clerk to handle secretarial affairs, but the defendant was suspected of being between October 1 and June 26, 2017. , Falsely claiming to have hired a part-time clerk to the corporation, the monthly secretarial fee is 1,000 yuan.
It is understood that the corporation has paid a total of approximately RMB 165,000 in secretarial fees during the past 14 years of the incident.
The ICAC received a corruption complaint earlier and revealed the crime after investigating. It believed that the defendant had intended to defraud and induced the corporation to approve the monthly secretarial fees, which caused the defendant to gain benefits or the corporation suffered disadvantages.
The defendant will plead at West Kowloon Court next Monday and is now released on bail pending trial.
