Chief Inspector of the Crime Squad of West Kowloon Region, Chong Qiaowei, said that the police found that seizures of stun guns and prohibited weapons were on the rise in the past six months.
After intelligence analysis, data collection and inspections, it was discovered that a shop in Sham Shui Po and a shop in Kwun Tong had arc lighters selling prohibited items. According to the Firearms and Ammunition Ordinance, the output voltage of the arc lighters caused bodily harm to the body.
Zhuang Qiaowei pointed out that when the arc lighter is held down, the arc will generate current, which will cause tingling and paralysis if touching the human body.
Police West Kowloon Region Criminal Division and Sham Shui Po Police District Criminal Division raided the two shops respectively yesterday (Wednesday) and seized 23 and 52 arc lighters in Kwun Tong and Sham Shui Po respectively, with a total value of about 12,000 yuan.
Two male shopkeepers aged 39 and 51 were arrested on suspicion of "handling firearms or ammunition without a license." The two have been released on bail pending further investigation and must report to the police in late May.
The case was handed over to officers of the Criminal Division of West Kowloon Region for follow-up.
Zhuang Qiaowei stated that the price of the electric arc lighters seized in the case ranged from 150 to 200 yuan, mainly rechargeable lighters. The sources included orders from mainland or overseas suppliers. Zhuang said that according to the Firearms and Ammunition Ordinance, they were unlicensed. Possession and sale of electric arc lighters are illegal, and shops are urged not to sell related items, and citizens should not buy them to avoid accidentally falling into the law.
