Emanuel was recruited to the police in 2013 in an unusual manner, on the orders of the then district commander, Yoram Halevi. In the evaluation committee during the "Certified Ranger" course, it was determined that "sometimes the credibility of its reports towards the faculty and its members of the department is in doubt." The assessment report also stated that "her self-control is low, she does not take responsibility for her actions." During the course she even went through a number of warning calls due to multiple disciplinary offenses, and eventually she was even expelled from the course and had to repeat it again.



It also appears that between the years 2018-2015, the policewoman used to have sex with a police volunteer, and in return allegedly sought financial assistance and gifts. In his affidavit, the volunteer said that Emanuel made sure that they were placed together regularly in those years.

According to the findings, what began as a request to buy her cigarettes and drinks at his own expense - very quickly became demands for increasing sums of money, culminating in 20,000 shekels, which accumulated to a total of about 200,000 shekels. Along the way she promised him that she would return the money to him when she received her prosecution money against a senior officer, who she claimed sexually harassed her. In response to his attempts to get away from her, the policewoman sent him pictures of herself in a bikini and even naked to her cell phone.



Beyond the money extortion, the policewoman threatened to complain that he had sexually harassed her and other things, in order to prevent him from complaining to her commanders about the fabricated reports she had written to the drivers. His affidavit even reveals more of her ways of doing things and his attempts to confront her on the mobile after these acts.



Very serious findings about the unreliability with which Emanuel was conducted also arose as part of an exercise carried out for a patrol car with the policewoman in 2017. Due to this, it was decided to prosecute him in March of that year.

Shimon Portal, who was in charge of the Ashdod station at the time, sentenced her for making a false statement, but the punishment she received amounted to only a severe reprimand.

"Abnormal disciplinary profile"

In April 2017, she conducted an interview with the station commander Portal, at the end of which he recommended terminating her service with the police with an emphasis on incidents of unreliability. Even in this case, the recommendation was not accepted and she continued to serve in the police. A year later, the station commander informed her that he was transferring her from a traffic position to a pedestrian patrol position, in part following citizen complaints about false traffic report records.



In December 2018, at the conclusion of an evaluation committee made for her by the Deputy District Commander, a decision was made not to extend her service in the police and dismissed from the corps. The deputy district commander noted, "Throughout my time in the service of a soldier as a commander I have not encountered such a disciplinary profile, it is an exceptional disciplinary profile."



At the same time, in 2018, an affair was revealed that led to the filing of an indictment against it only about three months ago.

As a traffic police officer, Emanuel would locate drivers traveling alone in the vehicle, stopping them at least five hundred yards and even miles from the place of "committing the offense", creating a situation where it would be difficult for the driver to prove that the offense did not occur at all.

It also prevented a situation in which witnesses who watched the incident could tell about the circumstances of the "offense" that was not committed.



Despite all this, the policewoman was not fired from the police.

Police sources involved in the details said that "when analyzing all the unusual incidents in which she was involved, starting with the police course, one can identify a recurring pattern, extreme unreliability, blaming others.
