A 14-year-old boy with moderate intellectual disability and autism, Liang Zijun, fell to his death from a privately-run home for the disabled "Cambridge House". Five years later, he died in an accident in the Coroner's Court today (4th).

The incident exposed various management problems of private residential institutions. The jury also made a number of suggestions, including building more residential institutions for the disabled, increasing the manpower requirements and professional knowledge of the staff, and requiring licensees to pay legal liabilities.

The coroner believed that the investigation of the incident was not ideal for many years, but hoped that the ruling would relieve the family members.

When Zijun’s mother left the court, she said that she hoped that there would be more homes in the future, and that her family would not have to wait for more than ten years. She also hoped that the staff of the homes would have better training and be "more caring."

A five-person jury unanimously ruled that the deceased Liang Zijun fell on the window of Room 111 on the 3rd floor of "Kang Kiu House" on the 3rd floor of Wan Cheng Building, Wo Tong Tsui Street, Kwai Chung, at about 4:45 pm on August 23, 2016. Caused multiple injuries to the body, and the place of death was Renji Hospital.

Various recommendations to SWD homes and the Labour and Welfare Bureau

After the jury made its verdict, it made recommendations to the Social Welfare Department, Cambridge House and the Labor and Welfare Bureau, including suggesting that the Social Welfare Department should increase the manpower requirements of residential institutions and specify the time for employees to leave their jobs; limit the number of exemption certificates issued and Set up a deduction system; improve staff professional knowledge through pre-employment training and assessment; set up a licensee system, which must be legally responsible; strengthen inspections of institutions to verify attendance records; and set up a team to deal with suspected abuse.

The jury also suggested that the institutions involved in the case should be equipped with closed-circuit televisions that cover the entire hospital and operate normally, lock vacant rooms, and hire technicians to inspect and maintain facilities. In addition, the hospital’s supervisors, assistants, caregivers, and health workers should be trained and ensured Employees have enough rest.

On August 23, 2016, Liang Zijun, a boy with mental disabilities, fell from a building and died. The incident aroused public attention to private institutions.

Promote the establishment of additional homes for the disabled

They also suggested that the Bureau of Labor and Welfare provide courses and assessments for pre-employment and on-the-job staff of residential institutions, and provide courses for residents with special needs such as autism and hyperactivity.

In addition, the bureau is required to set up additional homes for the disabled, including schools with residential places, and there are needy residents to subsidize homes. Taking the one-to-one care for Zijun as an example, it can subsidize the institution to hire additional staff.

Official encourages Zijun's mother to share her experience in caring for her son

Coroner Huang Weiquan believes that this inquiry is meaningful and believes that the relevant recommendations can strengthen the supervision of institutions in the future, and said that it will be passed to relevant departments in the hope that it will have a butterfly effect and help those in need.

Huang Guan also expressed his condolences to Zijun's mother Jiang Yuemei, saying that the case did not start until five years later. He bluntly said that the slow progress of the police investigation is not ideal for witnesses and family members, and that the investigation should be expedited.

He explained that Bai's family suffered pain and pressure during the waiting period. The inquiry helped Jiang understand the process of the incident. He hoped that she would be relieved and get out of the pain. Jiang Wenyan nodded.

He encouraged Jiang to participate in the activities and share how to take care of his son as a pastor.

Zijun's mother pays more love to the nursing staff

Ms. Jiang recalled her previous experience of shopping with Zijun in department stores and riding a tram to the beach, and said that she still dreamed of Zijun in the past few years.

After the court, she was asked whether she would let her go if there is a ruling. She said that she would let her go after the incident for many years.

She hopes that there will be more homes in the future so that patients do not have to wait for more than 10 years. She suggested that the SWD conduct surprise inspections and require staff to receive nursing training, and hope that they will be "more caring."
