Benjamin Netanyahu's mandate is expected to expire tonight (Wednesday) at midnight, after he has so far failed to form a coalition of 61 MKs.

Therefore, tomorrow morning, President Reuven Rivlin is scheduled to open consultations, and he has three days by law to decide whether to transfer the mandate to another candidate such as Yesh Atid chairman Yair Lapid or right-wing chairman Naftali Bennett, or transfer it directly to the Knesset.



Unlike the traditional recommendation ceremony immediately after the election, this time the president does not intend to summon all the faction leaders but to announce that anyone whose position has changed or who has information that is important to bring to his attention is welcome to contact him.

The law leaves the president with very broad discretion as to how to hold the consultations, on whom to impose the mandate, and what the next step of the political system is.

By law, he can now choose one of two options: the first is to transfer the mandate to another candidate, who will be given 28 days to try to form a government;

The second - if he comes to the conclusion that there is no candidate who has the real ability to form a coalition - skip this month and return the mandate directly to the Knesset.

Then a 21-day period will open in which only if 61 MKs sign for one candidate will he be given the opportunity to try to form a government.



The chairman of Yesh Atid, Yair Lapid, is interested in taking over the mandate in order to continue efforts to form a unity government with right-wing chairman Naftali Bennett, and gain control of the Knesset organizing committee that will allow him to block Netanyahu's and right-wing initiatives.

Bennett, on the other hand, would have preferred the mandate to be in his possession for the coming month, in order to keep the door open also for the trajectory of forming a right-wing government.

In the previous round, Lapid had 45 recommendations from all the factions in the bloc that oppose Netanyahu, and Bennett had only seven recommendations, from members of the right.

Abbas announced: RAAM will not recommend any candidate

In recent days, the Likud has considered a series of moves that will prevent Lapid from receiving the mandate, which they have in common - a unified recommendation of 52 members of the right-wing bloc on another candidate, who will overcome Lapid's 45 supporters. Among other things, Netanyahu is examining the possibility of recommending Bennett, or another candidate on his behalf, such as Shas chairman Aryeh Deri or another senior Likud official, so that Lapid does not receive the mandate.



At the same time, Lapid is trying to raise more recommendations that will strengthen his demand for the mandate from the president. In the previous round of recommendations, 16 MKs - members of Tikva Hadash, the joint list and RAAM - decided not to decide and did not recommend any candidate. Lapid tried to persuade them to change their decision and inform the president that they were joining his list of recommenders, however, Ra'am chairman Mansour Abbas had earlier informed the Likud that he would not recommend any candidate for the formation of the government in advance. He clarified that at the end of the round his party will go with whoever will have the most recommenders.

Earlier, the Likud worked to obtain Abbas' recommendation for Naftali Bennett as a candidate to form the government.

Bennett was also involved in this, and if the attempts at persuasion were successful - the Likud-Haredi bloc would be expected to recommend him to the president.

The Likud believed that if Bennett had 61 or more recommenders, it would be inevitable to impose the mandate on him, and not on Lapid.



Netanyahu demanded that Bennett commit to the formation of a right-wing government as part of his recommendation, but a right-wing chairman refused, saying that he would prefer a right-wing government but that he did not rule out the possibility of forming a government with Yesh Atid, Tikva Hadash, Yisrael Beiteinu An additional period of time will be given, it will be possible to form a right-wing government headed by Bennett for a period of a year or a year and a half, after which Prime Minister Benjamin Netanyahu will serve. Yesterday, new Tikva chairman Gideon Saar ruled out such a possibility.

The prime minister fears that control of the organizing committee will be in the hands of Lapid and his bloc of opponents, and if the mandate passes to Bennett or returns to the Knesset - he can almost certainly ensure that they do not advance moves like laws that might prevent him from forming a government with indictments or others.



However, religious Zionist chairman Bezalel Smutrich declined to say he would recommend Bennett in the presidential round of consultations, even if Abbas joins the move. "We will discuss this when it becomes relevant," party officials said.
