The Bishop’s Hill Service Reservoir in Sham Shui Po was in danger of being demolished. The Ancient Advisory Council later approved it as a proposed Grade I historic building. The government also aims to open it to the public for a limited time later this year. Some members of the Legislative Council are concerned about the development of heritage tourism.

The Deputy Secretary of the Development Bureau, Liao Zhenxin, said when attending the Legislative Council today (5th) that the public will be allowed to visit as a group in the first stage, and the long-term conservation and revitalization plan is still being conceived. It is hoped that sustainable development will not be limited to government ideas. It also uses private creativity, but because it involves application for funding and the approval of the Legislative Council, the timetable cannot be provided for the time being.

The Secretary for Commerce and Economic Development, Yau Tenghua, stated in the Legislative Council that the underground confined space of the Bishop Hill Service Reservoir in Sham Shui Po needs to be equipped with internal lighting, ventilation, drainage, and waterproofing. The reinforcement work will be completed to ensure structural safety. Later, it will be opened to a limited extent, and the Development Bureau will study long-term conservation and revitalization plans.

When asked about the wastefulness of some historical sites and cultural relics, Qiu Tenghua responded that historical sites or cultural relics may not necessarily become tourist attractions. If they cannot be highlighted or activated into places that the public can visit or use, they can at most be reduced to check-in locations.

For example, he said that the Tai O Police Station has been revitalized into a Tai O Heritage Hotel, adding operators and commercial elements. If the place is distinctive, the Tourism Development Board is willing to promote it, which can not only preserve the historical sites, but also activate the use and become a tourist attraction.

As for whether it will develop into a movie scene with reference to the Japanese reservoir.

Liao Zhenxin said that when revitalizing historic buildings, the goal is to preserve the historic buildings owned by the government, make good use of them in innovative ways, and transform the historic buildings into unique cultural landmarks and create job opportunities.

The Development Bureau will focus its revitalization work. As for connecting buildings with other scenic spots and turning them into large-scale scenic spots, it is not its main goal to revitalize historical buildings.
