The government is recovering the brownfields in the Hung Shui Kiu area for the development of the Hung Shui Kiu/Ha Village New Development Area.

The Secretary for Development, Wong Wai Lun, stated today (5th) that 40 brownfield operators were affected in the first phase of the development plan, including outdoor warehouses, workshops, shops, etc. As of March this year, a total of 8 operators have moved. It is expected that all operators must leave by next year or before.

Wong Wai Lun bluntly stated that the compensation plan will not "one for one" or seamlessly link the site relocation arrangements. He believes that "monetary compensation is the most direct and practical." If the operator wishes to move to another place to continue operations, the government will also assist individual operations. Obtain planning permission, and continue to look for vacant government land for short-term leases for qualified operators to give priority to bidding.

Yi Zhiming, a member of the shipping and transportation industry legislative council, raised an oral question today, asking the government to explain the latest progress of the first phase of land resumption in the new development area and how to address the urgent needs of brownfield operators for land.

Wong Wai Lun stated that of the 441 hectares of development land in the Hung Shui Bridge/Xia Village New Development Area, 223 hectares are the existing brownfields.

In the first phase of land resumption, 9 hectares were brownfields, and the title has been restored to the government as scheduled.

He also pointed out that among the 40 affected operators, their businesses include open-air outdoor warehouses, workshops, shops, parking lots, etc., of which 8 have been relocated, involving 0.6 hectares of land.

The government provides flexibility to affected operators. If the construction of the site has not been carried out, it is allowed to continue to operate.

He also said that he is confident that all operators can move out as scheduled.

Huang Weilun bluntly said that he would not provide "one-for-one" or seamless venue transfer arrangements, and believed that "money compensation is the most direct and practical."

Regarding the compensation plan, Wong Wai Lun stated that 61 hectares of crop flow facilities and workshops have been reserved in the Hung Shui Kiu Development Area, and some multi-storey buildings will be developed to accommodate more operators, which is believed to be able to fill up the reduced work area due to the development of brownfield sites. .

He emphasized that it is not a practical option to provide the same area of land to continue to operate, so it will not choose the "one-for-one" scheme or seamless site transfer arrangements.

The authorities also emphasized that if individual operators want to continue to operate their business, the monetary compensation provided by the government can be used as support, and they will also assist individual operators to obtain planning permission and consult departmental opinions.

The Lands Department is also looking for vacant government land for short-term leases for qualified operators to bid first.

The first three parcels of land in Yuen Long and Fanling were tendered in December last year. Wong Wai Lun pointed out that the tender situation is satisfactory; the second batch of three parcels of land will also be tendered in the middle of this year.
