They are the services of the State, the SIAAP (the Interdepartmental Syndicate for Sanitation of the Parisian Agglomeration), and the various municipalities located near the water treatment plant.

If, it is the possibility of an industrial accident on the site, as almost two years ago with the fire, the consequences of which still hamper the proper functioning of the Seine Aval plant, between Achères, Maisons-Laffitte and Saint-Germain-en-Laye (Yvelines).

But it will not be the full-scale exercise for a time mentioned with the test of sirens and population confinement.

Due in particular to sanitary conditions, the format has been revised and will consist above all in verifying that in the event of a new major incident, all the players are well coordinated.

That there is no frying on the line in short.

A fictitious cloud of chlorine

At 9 a.m., a fictitious alert will be launched by the SIAAP.

Depending on the scenario envisaged, this involves announcing "an unloading error in a bleach tank leading to the formation of a chlorine cloud", and this in weather conditions imagined to raise fears of a significant diffusion of toxic particles: a rotating wind with possible gusts up to 80 km / h.

"We want to check that everyone is playing the game," says one to the Yvelines prefecture, specifying that the exercise "must be used by the municipalities to set up their municipal safeguard plan".

In Maisons-Laffitte, where the PC of the - numerous - associated State services will also be installed, three places have been chosen to serve as information relays: a crèche, a horse club and a library. "The idea is to test the reactivity and the mobilization", explains Jacques Myard, the mayor (LR) of the city. Which recently launched a disaster risk SMS alert system. Nearly 1,000 residents are currently subscribed to it. "The most difficult is raising awareness among fellow citizens," said the elected official.

The eight municipalities participating in the monitoring committee set up after the July 2019 disaster are participating in the exercise: Achères, Saint-Germain, Conflans and Maisons-Laffitte in Yvelines, as well as La Frette-sur-Seine, Herblay-sur -Seine, Cormeilles-en-Parisis and Montigny-lès-Cormeilles in the Val-d'Oise.
