The diplomat has been the EU's ambassador to the United Nations between 2010 and 2014 and, subsequently, between 2015 and 2019. He also represented the EU bloc in Washington. Before that, he had been the chief of staff of the former president of the European Commission José Manuel Durão Barroso.
