"I'm sorry that I can only report cuts," said Mayor Christian Pröbst (CSU), confused.

On Monday, the finance committee discussed the Wartenberg budget.

A million dollar deficit is causing concern, various projects have to be put on hold.

There is no getting around the renovation of the house for children this year.

Wartenberg - “When our chamberlain Tanja Göbl presented me with the first draft three weeks ago, the administrative budget had a deficit of 3.1 million euros.

I was shocked, ”reported Pröbst.

After various deletions, the deficit in the administrative budget is now 1.2 million euros.

In addition, there is a whopping 2.5 million in the asset budget.

Together that makes around 3.7 million euros minus.

According to Pröbst, the municipality can at least support the administrative budget from the reserves of 1.8 million euros.

In addition, "the very best" will be extracted from household scraps.

Bad luck with the trade tax

One of the main reasons for the misery is the trade tax. Not because of the pandemic, because the industry in the market town is relatively corona-resistant. However, a hefty back payment for 2019 in the amount of 3.2 million euros, which landed on the market account in 2020, becomes a boomerang. The financial blessing at that time now means that the municipality will not receive any key allocations from the state this year. In the previous year they had collected over 800,000 euros. The municipality also has to transfer around 1.2 million euros more to the district via the district levy than before, now it is almost 3.9 million euros. All in all, Pröbst spoke of a “bad year. We already cut last year, this time it's going to be even harder ”. The approach of the trade tax income of 2.6 million euros is already optimistic, the tax office allocated 1.7 million. As a rule, however, it will end up being a million more, according to Pröbst. The plan is 3.1 million euros in commitment appropriations.

Fire brigade can no longer wash cars

The fire brigade, among others, has bad luck.

The purchase of a replacement for an oil separator (100,000 e) will be postponed until 2022.

This means that the Wehr will not be able to wash its vehicles for the foreseeable future.

A new wheel loader for the building yard (100,000 euros) is also not included.

According to Pröbst it would be the wrong sign anyway - despite its necessity, which ex-building yard manager Franz Ganslmaier (FWG) also emphasized.

Fair unlikely

The budget does not include the expenses for the festival.

Pröbst thinks it is unrealistic that it can take place in June.

If the alternative date is possible in autumn, one can still react.

Realistically speaking, Pröbst made no secret of it, but it probably won't.

The expenses for the apparently less meaningful athlete honor have also been canceled.

There are budget cuts in the daycare centers and in the media center.

Due to the corona, the anniversary events including readings for the 20th birthday of the media center (we reported) are to be postponed to 2022.

The major renovation in the Protestant church is not yet coming this year, said Pröbst.

Only the heating is already being brought up to date.

Martina Scheyhing (Greens) asked about the cemetery wall of the Catholic Church, which is known to be in poor condition.

"That is a six-figure amount, that is definitely not possible this year," replied her Probst.

"Gagging" by the Free State

The mayor also criticized "gagging" the communities.

With regard to the reimbursement of daycare fees, he said that the state government would take over 70 percent, but the remaining 30 percent would have to be borne by the municipalities.

"That adds 600,000 euros to the market."

Rehabilitation planning is postponed

He suggested not employing the district manager for the proposed local heating concept - around 100,000 euros - until 2022.

After all, according to Pröbst, the municipality can expect 500,000 euros more income per year from the sewer fees from 2022.

The hiring of a water master who takes on mandatory tasks such as sewer control has been postponed.

The redevelopment planning for five old buildings on Marktplatz and Nikolaiberg (we reported) as well.

Instead of the 150,000 proposed by the administration, only 20,000 euros are left in the budget.

Ailing roof leaves no more time

Pröbst no longer wants to or cannot wait for the renovation of the children's home.

The long ailing roof is known to be temporarily covered with a tarpaulin.

This year 1.2 million euros are due, another 1.1 million next year.

Not much will happen yet with regard to the new Kleinfeld West building area.

"We will definitely not build a new road this year," explained Pröbst.

As reported, PV systems are to be built on the roofs of the sewage treatment plant, building yard and fire brigade.

For this year only the sewage treatment plant - by far the largest and most economically viable of the three PV systems - remains on schedule for 220,000 euros.

For this, Pröbst wants to take out a loan, even if he emphasized that the community was urged not to take out any more.

The budget will soon be presented to the entire market council.

In any case, there was no vote against on Monday.

The total budget:

Income:

15.9 million euros (2020 estimate: 20.2 million / compared to 2019 result: 19.5 million);

Expenditures:

19.6 million (20.2 million / 19.5 million);

Deficit:

3.7 million
