In its project to build a platform within the ZAC Actipôle de Nangis, FM Logistic made several authorization requests.


For the moment, nothing has been finalized yet, but the project is causing concern.

For about three years, FM Logistic has planned to occupy 16 hectares of the bottom of the Actipôle, or nearly two-thirds of the total transferable area of ​​the ZAC of Nangis.

Its project consists of the construction of a logistics platform for which the company has made several requests for authorization to operate at the high Seveso threshold for large quantities of dangerous products such as sodium hypochlorite or nitrate. ammonium.

A public inquiry was conducted from March 8 to April 18 and some associations took the opportunity to express their reservations about this accumulation of large quantities of dangerous products near urban areas.

Commercial authorizations

Faced with these criticisms, FM Logistic recalls that 18 of its 30 logistics platforms in France are Seveso classified and that an audit is carried out each year by the public authorities. "We do not carry out any processing activity," adds the company, which also has a site in Mormant but not classified as Seveso. In addition to fire doors, the buildings are compartmentalized with small cells to store products. "

Commissioner-investigator on this file, Jean-Pierre Chaulet noted a total of 66 observations during the public inquiry.

He specifies that it is unlikely that FM Logistic will store the maximum quantities of dangerous products at the same time: “Of the 35 authorization requests, seven or eight will probably be implemented simultaneously but FM Logistic has planned wide to be able to attract the as many customers as possible.

A lack of information for residents

In the pipeline for nearly a decade, the ZAC could create 250 to 400 jobs according to the community of municipalities of Brie Nangissienne. A prospect which is delighted by the mayor of Nangis Nolwenn Le Bouter (LR), in office since last June and who nevertheless hears the concerns surrounding the project: “I would not like the installation of this logistics platform to discourage other manufacturers. A few years ago, it was explained that the high Seveso ranking was linked to the storage of very large quantities of products such as deodorants, but now we are talking about ammonium nitrate… ”

The city council also deplores a lack of reactions from Nangissians to the public inquiry relayed by the town hall.

According to Jean-François Dupont, the problem is notably due to an incomplete presentation of this type of project: “The inhabitants have access to official notices published in town halls and newspapers.

However, these documents do not mention that this is a Seveso site but a logistics platform that hosts ICPE activities

Verdict at the start of the next school year?

Another criticism raised by France Nature Environnement: the future logistics platform would have little scope for multimodal transport, particularly rail freight, which will be increasingly valued in the future. In this wake, the neighboring town of La Croix-en-Brie fears an increase in heavy vehicle traffic within it, while FM Logistic has indicated that part of its fleet will be made up of “clean” low-polluting trucks. Yannick Guillo, the president of the community of communes, in charge of the development of the ZAC, tempers this point: "This increase in truck traffic will be hardly visible because it will roughly correspond to the decrease in the number of weights. heavy due to the shutdown of the Total Grandpuits refinery. Thursday, April 22, the investigation commissioner Jean-Pierre Chaulet handed the summary report to the representative of FM Logistic who should answer the questions asked in the days to come. The Seine-et-Marne prefecture could make its final decision on the project by the next school year.
