Insufficient resources for youth services

However, the SWD’s budgetary expenditure on youth services has always been stretched.
In the government's 2021/22 budget, the government allocated 2.7 billion yuan for "youth services", but in reality it only accounts for about 2.63% of the total annual expenditure of the SWD.
Most of the expenditure on youth services will be allocated to subvented organizations. The SWD requires the subvented organizations to handle 14,815 cases on "outreaching social work", identify 4,633 client numbers, and in "online youth support services" 872 cases etc. were processed.
However, from an objective reality, it is hard to say that there are only over 10,000 young people in Hong Kong with family problems. The government's allocation of resources for youth services is like a scratch.
Contacts between outreach social workers and marginalized youths often need to cultivate relationships and build mutual trust. The length of time it takes makes the scarce manpower even more inadequate.
According to information from the SWD, there are currently 19 youth outreach teams in Hong Kong, which seem to be able to cater for the needs of the whole territory in terms of geographical distribution. However, if calculated based on the "estimated manpower establishment" of the SWD, each team has 1/3. The social work director, 5 assistant social work directors, and 7 social work assistants calculate that under the SWD budget, there are only more than 200 outreach social workers who are contacting potential young gangs. The trouble should end it
The problem of young gangs is becoming more and more rampant, and resources for youth services are insufficient.
