Most of the expenditure on youth services will be allocated to subvented organizations. The SWD requires the subvented organizations to handle 14,815 cases on "outreaching social work", identify 4,633 client numbers, and in "online youth support services" 872 cases etc. were processed.

However, from an objective reality, it is hard to say that there are only over 10,000 young people in Hong Kong with family problems. The government's allocation of resources for youth services is like a scratch.

According to information from the SWD, there are currently 19 youth outreach teams in Hong Kong, which seem to be able to cater for the needs of the whole territory in terms of geographical distribution.
