A former secretary of the Union of the Civil Personnel of the Nation (UPCN) of Moreno, who was a fugitive since 2018, accused of being part of a gang that falsified titles to name
assistants of trucho schools
, was arrested when, under
a false identity
, she entered a General Rodríguez hospital for suffering from coronavirus.
This is
Myriam Juárez
, who was arrested when she was admitted to the ward for patients with covid-19 at the Baldomero Sommer hospital.
The now detained trade unionist had been suspended from her post in January 2019 by a resolution of the union leadership.
This Thursday, upon entering the medical center, the woman
posed as her sister
and provided that false identity.
But she was located and detained after an investigation carried out by the DDI of General Rodríguez-Moreno and the Functional Instruction Unit (UFI) 4 of Moreno, in charge of the prosecutor Federico So Señora.
The woman had an arrest warrant since October 25, 2018 in a case for "
illicit association
in real competition with repeated fraud to the detriment of the State and use of repeated false public document."
It was after an audit carried out by the Provincial General Directorate of Schools and which referred the proceedings to the criminal justice system.
The now detained was working as
secretary general of the UPCN of Moreno
when she was denounced.
"From that moment on she was a fugitive. She is identified as the head of an illicit association that sold truant titles from the School Council and had people who were paid without working," a spokesperson with access to the file told the Télam news agency.
Three months later, a resolution signed by the union's General Secretary, Carlos Quintana, determined the replacement of Juarez by the leader María Estela Moyano, according to union sources told
Clarín
.
Juárez is
detained and isolated
in the health care center and it is expected that her health will improve before an investigatory statement is taken.
The woman was part of a band made up of union delegates, officials of the Moreno School Council and agents of the provincial school management.
He had a well-oiled fraud mechanism to get the admission of tricky aides in schools in that city.
They were people who
did not meet the requirements or who were unable
to work as porters.
It is estimated that the scam would be for more than a million pesos in salaries collected irregularly.
For now, it cannot be investigated by the prosecution.
"Although she is without a respirator, as she
is isolated, she cannot testify
nor is she in a position to do so," explained judicial spokesmen, who said that Juárez is guarded by a police station inside the hospital.

Corruption in Moreno
The gang of which Juárez was a part and which was disrupted in October 2018, was made up of union delegates, officials of the Moreno School Council and agents of the provincial Directorate of Schools.
They had a well-oiled fraud mechanism to get
tricky assistants to enter
Moreno schools
, people who did not meet the requirements or who were disabled for work.
It is estimated that the scam would be for more than
a million pesos
in salaries collected irregularly.
At the time, the Police carried out nine raids in the Municipality of Moreno, in official dependencies of La Plata and in private homes, and managed to arrest
four of the six members
of the organization: an official of the Municipality of Moreno, her daughter and two employees of the control area of the provincial Ministry of Education.
On February 9, 2017, the falsification of forms sent to the Directorate of Education with the aim of causing a group of people who did not work in public schools in Moreno to collect
salaries as assistants
was reported to Prosecutor 4
.
There were cases of agents who appeared in the records, but who were not working.
And it was also discovered that the documentation to qualify those positions would have been taken to La Plata by delegates from the UPCN union.
The file added complaints from several school directors who found irregularities.
Elvio Nievas
was an assistant in the Kindergarten of Cuartel V until 2015, but he was arrested and imprisoned for two years.
They offered him
"to make arrangements"
so that he could collect those 24 months in exchange for 10,000 pesos.
According to Nievas, it was Lilian Juarez, Moreno's former director of Security, who offered him the maneuver.
But when he had to pay the "procedure", Nievas was required more money.
And since he couldn't pay, Lilian Juárez would have threatened him with death.
That determined the opening of one of the judicial files.
There it was found, in addition, that the municipal official;
his sister, the now detained
Myriam Juarez
(head of UPCN Moreno) and his niece Bettiana Arazco entered false licenses in exchange for money.
In the municipality of Moreno they clarified that "Juarez was included in the public function due to pressure from the UPCN."
