Sabbagh: The decision of the Organization for the Prohibition of Hostile Syria confirms its submission to Western countries that seek to implement their political agendas

Syria has reiterated that it has never used chemical weapons and condemned the use of these weapons by anyone, at any time and place, stressing that the hostile decision that was passed against it at the conference of the ban organization represents a bad example of the organization's dealings with the states party to it and its submission to the influence of Western countries It sees it as a tool to serve its political agendas.

Syria's permanent representative to the United Nations, Bassam Sabbagh, said during a session of the Security Council today via video: The Organization for the Prohibition of Chemical Weapons witnessed on the twenty first of last month a serious development in its work process, as the 25th session of the Conference of States Parties to the Ban Treaty adopted a hostile resolution against Syria as a result Blackmail and pressure exercised by the United States, France, Britain and Germany in a first in the history of this organization by suspending the rights of a member state that joined it voluntarily and cooperated with its technical secretariat in a transparent, effective and constructive manner over the past eight years.

Sabbagh pointed out that this politicized decision is the embodiment of a false report full of misleading and fabricated conclusions of the so-called “Investigation and Identification Team” regarding alleged incidents in Al-Lataminah 2017, and this team represents an illegal mechanism established by tampering with the provisions of the agreement and based on the unprofessional report of the fact-finding mission that worked on the investigation. In alleged incidents in Syria in a manner inconsistent with the terms of reference for its work and without adhering to the basic principles stipulated in the Chemical Weapons Convention, as it ignored the working methods and methodologies contained in the verification annex, which stresses that the Technical Secretariat teams visit the site of any alleged incident and collect their experts for samples themselves and preserve On its chain of custody, as well as its complete reliance on "open sources" that spread false information behind it, anti-Syrian intelligence services or misleading information provided by terrorist organizations such as the "White Helmets".

Sabbagh explained that it was not a coincidence that the so-called illegal "investigation and identification team" issued a second misleading report about the alleged Saraqib incident only a few days before the convening of the Conference of States Parties, in a clear indication that this team is serving its operators to help them mobilize the largest number. It is possible for states to pass the French-Western decision, affirming Syria’s rejection of what was stated in the report in form and content, as it continued the same misleading approach by claiming that the team adhered to the procedures in place in the ban organization while it did not visit the site of the alleged incident and did not collect evidence and samples, but rather received it from representatives of a group. The terrorist White Helmets, in addition to its reliance on open source information, most of which are irrelevant to the subject of the investigation, not to mention that there are many contradictions in the statements of the alleged witnesses.

Sabbagh affirmed that the illegal French-Western decision falls within the framework of an aggressive plan against Syria, and that is why its preparers intend to ignore Syria's full cooperation with the organization and charge it void of “failure to comply with the agreement.” He wondered: Did the creators and sponsors of this decision think about how the state of Syria’s cooperation could be With the organization in the future .. The permanent representative of Syria to the United Nations stressed that voting on the resolution and not adopting it by consensus is inconsistent with the decision-making mechanisms in place since the start of the work of the prohibition organization in 1997 ... and the vote of only 45 percent of the total number of states parties to the ban agreement in favor of its passage confirms that the decision It is not accepted or supported by the majority of the Organization's member states, which makes it an illegal and unconventional decision, indicating that this decision is political par excellence and will not serve the goal of achieving the universality of the Chemical Weapons Convention, and it will have serious repercussions on the future of the organization’s work and the cooperation of the states parties with it as it provides a bad example. Sabbagh expressed Syria's thanks to the countries that chose to take the right stance and not vote in favor of this politicized Western decision and to reject all methods of pressure and blackmail that were practiced on it, out of concern for the future of collective action and to maintain peace and security in the world, and he also thanked Russia and China for their initiative to organize an informal session. To the Security Council on "protecting developing countries from political pressures and upholding the integrity of the non-proliferation regime."

Sabbagh renewed the Syrian demand of the Organization for the Prohibition of Chemical Weapons and its Director General to pay due attention to requests to address the concerns raised by a large number of experts and academics about the reports of the fact-finding mission regarding the alleged use incidents in Syria, foremost of which is the Douma incident report, and to take immediate measures to correct the grave defects in them, explaining that The organization's disregard for essential observations and rightful inquiries made by important personalities, specialized experts and prominent academics is unacceptable that jeopardizes the credibility of the organization's work and raises doubts about the keenness of those in charge of it to maintain the professionalism and objectivity of its work.

Sabbagh pointed out that the Western countries that claim to be keen on strengthening the non-proliferation system are the ones that invented weapons of mass destruction of various kinds and used them in the First and Second World Wars and are still continuing to this day to develop various types of weapons of mass destruction, but they have added another weapon, which is the weapon of lying and deception to create Excuses to launch acts of aggression against states that respect their international obligations and defend the independence of their national decisions with the aim of spreading chaos and destruction in them, stressing that these countries cannot be entrusted with maintaining international peace and security, nor on assessing the extent to which other states implement their international obligations.
