A bang in the joint assembly of the administrative community (VG) Wartenberg: The budget for 2021 failed with 4:10 votes after the 5: 9 financial plan had previously failed. This had never happened in the history of the VG with the municipalities of Wartenberg, Berglern and Langenpreising.

FROM KLAUS KUHN

Wartenberg - Now a special session has to clarify the remaining questions. The figures do not contain any borrowings and no commitment authorizations. However, there had been rumors for a long time in the meetings at the VG level. The councils once again stuck to the old topic of personnel costs and subsequently to the VG surcharge, which rises to 239.50 euros per inhabitant per year.

Michael Paulini (SPD, Wartenberg) complained about an "infinite spiral", and Christine Kohlschütter (FW, Berglern) insisted on an exact explanation of where the 220,000 euro increase in personnel costs came from. The declaration by the top management that a new position had been created and one increased was not enough for her. In fact, the administration could not answer these pressing questions, and even administration manager Werner Christofori remarked that it could not go on like this.

The personnel positions were created by the same committee beforehand, the employees have long been there.

And they are working “on the attack”, as mayor Anton Scherer (BBL, Berglern), among others, pointed out.

Josef Sedlmaier (CSU, Wartenberg) said again that digitization should actually have brought savings.

Instead, you have the opposite.

Over 250 employees in the town hall, which is slowly becoming too small

The draft budget of the Verwaltungsungsgemeinschaft (VG) Wartenberg does not contain any borrowings and no commitment authorizations.

The administrative budget, which includes current expenditure and income, closes with EUR 3.30 million.

The budget of assets in which investments are listed is significantly smaller at 172,000 euros.

The budget volume has risen sharply again compared to the previous year.

Already in the preliminary report this was justified with "expansion of tasks", but also with construction activities.

For comparison: In 1990 the administrative community managed to get by with 497,000 euros.

Currently there are eight civil servants and pension recipients as well as 248 persons employed under collective agreements, as the HR department lists.

According to the draft, personnel costs will rise from 2.23 to 2.45 million euros.

The information sheet can cost the administration 47,000 euros, without the expenses for the deliverers, which are booked in the personnel costs.

It is becoming apparent that the town hall will be too small: 30,000 euros have been set aside for planning services as part of a feasibility study for a possible expansion, but also for the mobilization of space reserves. 359,000 euros are to be taken from the general reserve in order to cover expenses for IT equipment and the like. The draft budget is tight: According to the plan, the reserve will have melted down to 42,000 euros by 2024 because allocations are no longer planned. However, the financial plan does not show any borrowing for this period. klk

Christofori repeated what he had already said several times: The tasks for the municipalities would constantly increase. In fact, preparations are underway in Wartenberg for a town hall renovation, and the remaining budget was waved through in the same meeting without debate.

It was noticeable that the negative voices came from Wartenberg and Berglern. The next day, Scherer said to the local newspaper - his Wartenberg colleague Christian Pröbst was absent, by the way - that the lack of central information was "very annoying". Now there will have to be a second round. VG boss Josef Straßer (FWG, Mayor of Langenpreising) took the breakdown largely on his cap. “The documents were actually missing,” he confirmed and expressed understanding for the critics. "Christine Kohlschütter comes from the personnel department, she knows what she's saying." He was annoyed with himself that the central reason that could have clarified the question of the Berglern councilor could not have occurred to him. "We have two powerswho are retiring and whose successors we have to train. That's why we have to pay four instead of two people for months. That makes a lot. "

Straßer admitted: “In this situation I could have broken off and applied for an adjournment. But mei, afterwards you are always smarter. ”In the second round, the councilors will not get a lot of different numbers on the table, he is sure. “Not much will be able to change there.” But what will change after his approval is the quality of the information. The three mayors of the VG would have the topic at the top of their agenda at their regular conference.
