The government plan unveiled: there will be a station and urbanization at the Triangle de Gonesse

Following the cancellation of the EuropaCity project by the government at the end of 2019, the Prime Minister must announce a series of actions to support


The promise was made by the Prime Minister himself last November in Cergy.

That of a future "plan for Val-d'Oise" on the principle of that announced by the State at the end of 2019 in favor of Seine-Saint-Denis.

Expected initially at the end of March at the latest, Jean Castex will finally officially present him this Friday morning during a trip in the department.

According to our information, this one contains 17 announcements in total, centered on the east of the 95, among which a certain number was already in the boxes for some time.

"Unlike the plan for 93 which was fully supported by the State, it is here about actions co-financed with the region and local communities", specify sources close to Matignon.

The overall investment envelope was not yet known this Thursday evening but it includes in particular the 250 million euros already allocated as part of the recovery plan or the additional 70 million euros given to urban renewal projects in east of Val-d'Oise.

An international school city

The tenant of Matignon is preparing to make a long-awaited arbitration: the future of the Gonesse triangle. Jean Castex must confirm this Friday the construction of the station but also the urbanization of 110 ha of the Triangle. A scenario recommended by the report of the prefect of Val-d'Oise delivered at the end of last year.

The fate of this 300 ha site in total and its future station, the only one at 95 in the Grand Paris express, had been pending since the government's abandonment of the EuropaCity mega-complex of leisure and shopping projects at the end of 2019. A decision denounced at the time by actors and local elected officials as a "proper execution of Val-d'Oise" and from which the promise of this plan directly follows.

Conversely, it was seen as an important victory by environmentalists who have been opposed for years to the artificialization of these agricultural lands.

The State is planning on the site for the construction of an international school city offering, for example, training in the hotel and food industry, "the establishment of a public actor" whose identity is not yet specified, however , but also actors in the agricultural-food sector.

Part of the MIN Nord on the Triangle de Gonesse

Among the projects, that of the Market of National Interest (MIN) North led by Semmaris.

The managing company of the Min de Rungis has thus identified several sites in the east of 95 to set up its future extension focused on local foodstuffs.

Part of this investment of several hundred million euros could well see the light of day in the Triangle.

"Semmaris must present a final project by the fall for probably a start of work around 2024", specify well-informed sources.

For those around Matignon, it is “to create a dynamic around this site which has a real need for development and which we wish to support”.

However, the announcement of this urbanization in full review of the Climate Law recommending halving the rate of land artificialization over the next ten years could trigger a real boomerang effect.

Nothing contradictory for those close to the Prime Minister since the triangle would thus have "an agro-food vocation" and that the urbanization of 110 ha "is much lower than that of the initial project" on the Triangle de Gonesse.

It is not certain that this is enough to convince the detractors.

A demonstration by the regional federation of Ile-de-France nature protection associations is already scheduled for May 22.

A transport component is planned

Jean Castex will also make other announcements for the Val-d'Oise.

In addition to line 17, it must announce the financing of the interconnection allowing to link the line H of the Transilien to the future station of Saint-Denis Pleyel.

A project for which the elected officials of the department have been fighting since 2012 and for which preliminary studies were launched at the end of last year.

It would therefore be recorded this Friday.

Another concern to which an answer must be brought: the future Roissy-Picardie line, acclaimed by the Oise but fought in the Val-d'Oise for more than 10 years.

The development, - expensive - of a footbridge in Survilliers-Fosses station as requested by elected officials of 95 would thus be recorded this Friday.

Ditto for the completion of projects for three new high level service buses (BRTs) in the east of Val-d'Oise, already well put together for some.

Under this impetus, the removal of the level crossing, the most dangerous in Ile-de-France, already announced but it seems still blocked, should finally be possible.

Health and safety commitments

The Prime Minister must also commit to health.

With the financing of the modernization of the hospitals of Argenteuil, to which Jean Castex had given his support last March, and of Pontoise.

The State also intends to take over the significant debt of the Gonesse hospital, contracted mainly to build the new premises invested since June 2016.

The theme of safety is also on the program of this plan with two main measures: the renovation of the Cergy police station and the construction of a new one in Sarcelles. The old one being particularly dilapidated and housed in an old clinic, the latter has been in demand for years by elected officials, residents and agents.
